| SUBJECT: | APPROVE THE CALIFORNIA STATE PRESCHOOL PROGRAM (CSPP) CONTRACT FOR 2022-2023 SCHOOL YEAR

RECOMMENDATION:
That the City Council:
A. Approve and authorize the City Manager to execute and submit the CSPP-2327 contract with the California Department of Education Early Learning and Care Division for the 2022-2023 Fiscal School Year; and,
B. APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE ACCEPTANCE OF LOCAL AGREEMENT NO. CSPP-2327, WITH THE CALIFORNIA STATE DEPARTMENT OF EDUCATION.
DISCUSSION:
The La Habra Child Development program began in 1974 with a mission to provide children with a positive and nurturing experience in a safe, supportive, and active learning environment. The needs of the children are met with regard to their level of development, their individuality, and their cultural diversity. The program continues to expand in both grant awards and program options which has provided expanded services to La Habra residents.

- Offer quality, comprehensive education and development programs for children.
- Provide a wide variety of educational activities to both enhance and expand on the school experience, through support and involvement with the local school district.
- Provide a healthy and nutritious dietary supplement for the children participating in the program.
- Provide a quality parent involvement and educational component in which participating and support enhances the family unit through educational as well as recreational activities.
- Assess each child in all areas of development and design curriculum planned to meet the individual needs of each child.
- Provide a safe, warm environment where each child feels free to grow at his/her own development pace.
The state preschool program includes both a part-day and a full-day developmentally appropriate program designed to facilitate the transition to kindergarten for three and four year-old children in educational development, health services, social services, nutritional services and includes parent education and participation.
For satisfactory performance of the required services, the City shall be reimbursed in accordance with the Determination of Reimbursable Amount Section of the Contract Terms and Conditions. To receive the Maximum Reimbursable Amount (MRA) of $1,877,374, the City must provide 246 Minimum Days of Operation with 30,500 Minimum Child Days of Enrollment (CDE).
Children are eligible for the part-day CSPP if the family meets the income eligibility criteria. Part-day services is available for three hours a day and for 180 days per year. Full-day services are available for families that establish eligibility and need beyond the part-day services. Full-day services is available for 246 days per year and the hours of operation are from 6:15 AM to 6:00 PM. The CSPP-2327 contract will allow the program to provide services to 192 children. Preschool services will be offered at three sites, including the Child Development Center (401 S. Euclid Street), Main Child Development Center (215 North Euclid Street), and the Preschool at La Bonita Park, called Whittier Preschool (1440 West Whittier). Services include age-appropriate, planned, educational activities throughout each program day that address all developmental domains contained in the California Department of Education's Desired Results Development Profiles (DRDP).

FISCAL IMPACT/SOURCE OF FUNDING:
All Child Development Division funding is provided through State and Federal grants. The CSPP total budget through this grant is $1,877,374 for Fiscal Year 2022-2023. All program administrative costs are reimbursed through the contract. This program receives no General Fund support.
