RECOMMENDATION:
That the City Council and the City of La Habra Housing Authority:
A. Reject bids received from Superior Paving Company Inc., dba United Paving Company and Gentry General Engineering Inc., for the Alley No. 27, 45 and 86 Improvement, FY 2020-21, City Project No.2-R-20; and
B. Authorize staff to re-advertise the Alley No. 27, 45 and 86 Improvement, FY 2020-21, City Project No. 2-R-20.

DISCUSSION:
On June 9, 2022, the City of La Habra received bids from Superior Paving Company Inc., dba United Paving Company, and Gentry General Engineering Inc. for the Alley No. 27, 45 and 86 Improvement FY 2020-21 (Project), with the following results:

During review of the bids, staff determined that outdated and incorrect Community Development Block Grant (CDBG) forms were inadvertently issued during the bid process. Since the Project receives funded through the US Department of Housing Urban Development (HUD), updated CDBG forms were required to be submitted with the bids. After consulting with the City Attorney’s Office, and in order to avoid any potential adverse audit finding(s) from HUD, staff recommends that the City Council/Housing Authority reject all bids and authorize staff to rebid the Project.
FISCAL IMPACT/SOURCE OF FUNDING:
Funding for the Project is included in the City's adopted Fiscal Year 2022-2023 budget, with a total budget amount of $331,791.
GENERAL PLAN RELEVANCE/CITY COUNCIL GOALS & OBJECTIVES:
The proposed project conforms to the City's General Plan 2035 and the following goals and policies:

Additionally, the proposed project is consistent with the City's FY 2022-23 Goals and Objectives:
