ISSUE A PURCHASE ORDER TO NATIONAL AUTO FLEET GROUP, WATSONVILLE, CALIFORNIA, IN THE AMOUNT OF $331,450.84 FOR SIX NEW POLICE PURSUIT VEHICLES AND ONE ADMINISTRATIVE POLICE VEHICLE

RECOMMENDATION:


That the City Council:
A.  Per La Habra Municipal Code Section 4.20.070 (C), utilize the cooperative purchase provision of a competitively bid contract awarded by Sourcewell, formally known as National Joint Powers Alliance (NJPA), master vehicle contract #091521-NAF for the purchase of seven new City Police vehicles to replace existing stock; and

B.  Authorize the City Manager to issue a purchase order in the amount of $331,450.84 from Fleet Replacement Fund to National Auto Fleet Group, Watsonville, California, for the purchase of six new Police Pursuit vehicles and one new police administration vehicle to replace existing stock.

DISCUSSION:

In June 2022, the City Council approved the adopted FY 2022-2023 municipal budget, which included a Fleet Replacement budget for the purchase of the following vehicles for the Police Department:

· Six new Police Pursuit Vehicles comprised of four standard gasoline vehicles and two hybrid gasoline/electric powered vehicles
· One new hybrid gasoline/electric powered Police Administration Vehicle

Three of the new police pursuit vehicles are being recommended to replace existing vehicles that will soon meet or already exceed the City's vehicle replacement criteria of four years of service and 90,000 miles.  One new police pursuit vehicle will be placed into immediate service, while two other vehicles will be outfitted and remain in reserve until such time as an existing police unit meets the replacement criteria or if it requires replacement due to damage. The fourth new unit will replace existing vehicle #2184, which was in an accident and is a total loss. The City received a $30,000 reimbursement from an insurance policy for the replacement of vehicle #2184. Also included in this recommended purchase is a new hybrid Police Administration vehicle which will replace current Police Administration vehicle #2005. Vehicle #2005 will then be re-purposed and will replace an older police vehicle, which will help maintain an updated and reliable fleet of vehicles for the Department.

Current police vehicles being recommended for immediate or upcoming replacement:
  • Unit # 2172 - 2011 Ford Pursuit Crown Victoria, current mileage 96,515
  • Unit # 2153 - 2011 Ford Pursuit Crown Victoria, current mileage 85,415
  • Unit # 2182 - 2011 Ford Pursuit Crown Victoria, current mileage 91,882
  • Unit # 2184 - 2017 Ford Pursuit Explorer, totaled in an accident, current mileage 81,637
  • Unit # 2005 - 2017 Ford Administrative Explorer, to be re-purposed for another Police Division, current mileage 110,912
Staff reviewed the current Sourcewell / NJPA master vehicle contract #091521-NAF, with National Auto Fleet Group of Watsonville, California, and found competitive pricing for these replacement vehicles. The Sourcewell / NJPA pricing is based on a formal competitive bid process and provides pricing for the purchase of seven new Ford Explorer police vehicles that meet City specifications.

FISCAL IMPACT/SOURCE OF FUNDING:

The adopted FY 2022-2023 Fleet Replacement Budget cost center 177101-8916 (Vehicles) allocated $456,000 for the purchase of seven new Ford Explorer police vehicles and new police vehicle equipment. The City also is in receipt of a $30,000 insurance policy reimbursement for the replacement of a Police vehicle that was totaled in an accident and is now scheduled for replacement. The $331,450.84 quote provided by National Auto Fleet Group for the purchase of these seven Police vehicles is below the budgeted amount allocated in the FY 2022-2023 adopted budget and is consistent with the Sourcewell / NJPA competitively bid contract pricing.
