APPROVE THE LA HABRA HOST LIONS CLUB LA HABRA CORN FESTIVAL TEMPORARY CIVIC EVENT SIGNAGE REQUEST

RECOMMENDATION:


That the City Council approve temporary signage for the Corn Festival event at the southeast corner of La Habra Boulevard and Euclid Street, and at the northwest corner of La Habra Boulevard and Harbor Boulevard, subject to final designs and specifications meeting parameters established by the Director of Community and Economic Development.

DISCUSSION:

The La Habra Host Lions Club ("Club") is holding its annual Corn Festival event and Parade from November 11 through November 13. As part of their promotional efforts, the Club has requested the use of temporary signs to promote the event. The Club is proposing to place these signs on the southeast corner of La Habra Boulevard and Euclid Street (City Hall) and at the northwest corner of La Habra Boulevard and Harbor Boulevard (former Burch Ford site). Each location will have one sign, facing the intersection. All locations are located within the SP-1, La Habra Boulevard Specific Plan Zone.

The proposed signs will be made out of 1/8 thick Coroplast, which is ideal for indoor and outdoor applications. The signs are more resilient than fiberboard and lighter than an extruded plastic sheet, as well as weatherproof and stain resistant. Each sign measures approximately four feet in height by eight feet in width and features side panels measuring four feet in height by 18 inches in width. The proposed signs are similar in size, materials and location to the temporary signs that the City Council has previously approved in prior years for the La Habra Chamber of Commerce's Spring Citrus Fair event. The Community and Economic Development Department has not received any complaints or reports of any incidents regarding the use or placement of these signs. 

Signs promoting civic events on City property must be approved by the City Council pursuant to La Habra Municipal Code Section 18.44.050.C.10.i "Specific civic or volunteer organization event signs; as approved by the City Council." Requests for temporary signs promoting civic events on private properties are handled on a case by case basis. Currently, temporary signs promoting civic events are limited to the use of a banner across La Habra Boulevard, between California Street and Lois Street, which is programmed year-round by the Community Services Department, as well as the use of flyers, mail and online services and social media. The proposed temporary signs, their location and materials are consistent with what has been approved in previous years; therefore, staff recommends that the City Council approve the use of the proposed temporary signage, subject to final design, setbacks and other permit standards being evaluated and approved by the Director of Community and Economic Department. The proposed advertisement for sponsors, shown on the attached exhibit, is not permitted and will be removed from the final design.
