| SUBJECT: | APPROVE AND ADOPT A RESOLUTION TO ADD AND FUND A NEW POSITION CLASSIFICATION OF SENIOR HUMAN RESOURCES AND RISK MANAGEMENT ANALYST TO THE CITY'S MANAGEMENT SALARY SCHEDULE

RECOMMENDATION:
That the City Council:
A. Approve a position reclassification and an amendment to the adopted management salary schedule approved on June 20, 2022, to add a new position entitled Senior Human Resources and Risk Management Analyst to the Human Resources Department; and,
B. Approve and authorize staff to reclassify and upgrade the vacant Human Resources Technician position to the new Senior Human Resources and Risk Management Analyst position, and include a budget amendment in the amount of $7,421 to the Fiscal Year 2022-2023 Human Resources Department budget; and
C. APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA AMENDING RESOLUTION NO. 6074 PERTAINING TO A COMPENSATION PLAN FOR MANAGEMENT EMPLOYEES.
B. Approve and authorize staff to reclassify and upgrade the vacant Human Resources Technician position to the new Senior Human Resources and Risk Management Analyst position, and include a budget amendment in the amount of $7,421 to the Fiscal Year 2022-2023 Human Resources Department budget; and

DISCUSSION:
The City's Human Resources (HR) Department is comprised of five staff members: the HR Director, an HR Manager, an HR Analyst, an HR Technician and an HR Assistant. The Department is also responsible to supervise the City Hall's reception area, which is staffed with two part-time Receptionists. Due to a recent resignation, the City's HR Technician position is currently vacant. This position performs paraprofessional, technical, and administrative work in the Human Resources Department and assists with both primary Human Resources duties, as well as Risk Management activities and operations. The position is classified as non-exempt in the General Services Employees Group.
This vacancy has provided Department managers with an opportunity to evaluate the current staffing configuration and levels of responsibility to determine if any changes are warranted given the current and future needs of the Department and the City organization. Based on their assessment, staff recommends that the HR Technician position be reclassified and upgraded to a newly developed position called Senior Human Resources and Risk Management Analyst. This action will not result in a net increase in positions in the Human Resources Department, but rather, will upgrade an existing vacant position.
If approved by City Council, this new position will be classified as exempt at-will management level employee, and will be tasked with higher level assignments, such as overseeing the City's risk management program and will be responsible for more complex specialized assignments that may require higher analytical capabilities and broader knowledge of human resources systems and functions. Additionally, this position can provide a level of responsibility and diversity of duties that can better prepare internal candidates for future promotion to higher level management positions within the department. A copy of this new position's job description is attached for review.

FISCAL IMPACT/SOURCE OF FUNDING:
The cost of the HR Technician position is currently budgeted in the City's Risk Management fund and, if approved, the new reclassified position will remain budgeted in the Risk Management fund. Staff estimates the upgraded position will cost approximately $14,842 per year more than the HR Technician position; however, since the position will likely not be filled until early 2023, the estimated cost for the upgraded position over the remainder of Fiscal Year 2022-2023 will be approximately $7,421.
