SUBJECT:
APPROVE AWARD OF CONTRACT TO UNLIMITED ENVIRONMENTAL, INC., FOR HOME DEMOLITION AT 107 EAST 2ND AVENUE, CITY PROJECT NO. 1-D-23 

RECOMMENDATION:


That the City Council
A. Approve Plans and Specifications for Home Demolition at 107 East 2nd Avenue, City Project No. 1-D-23; and

B. Award construction contract for the Home Demolition at 107 East 2nd Avenue, City Project No. 1-D-23 to Unlimited Environmental Inc., of Long Beach, California, in the amount of $49,000 and reject all other bids; and

C. Authorize the City Manager to execute an agreement with Unlimited Environmental Inc., of Long Beach, California, in the amount of $49,000, and authorize staff to issue a purchase order to Unlimited Environmental Inc. of Long Beach, California, in the amount of $58,800; which includes a twenty percent (20%) contingency.

DISCUSSION:

The proposed Home Demolition at 107 East 2nd Avenue consists of lead abatement and demolishing the existing single-family house.  On November 30, 2022, the City of La Habra received a total of two bid proposals for the project, as follows:

1 Unlimited Environmental, Inc.  $49,000.00
2 Corner Keystone Construction Corporation  $134,500.00

After reviewing the proposals, both bidders were responsive and responsible, but Unlimited Environmental, Inc., submitted the lowest responsible bid in the amount of $49,000.  The references of Unlimited Environmental, Inc., were found to be satisfactory and prior projects completed for other clients were found to be of similar scope.  In addition, there was no record of excessive change orders initiated by the contractor, and they maintain a valid Contractor's License. 

FISCAL IMPACT/SOURCE OF FUNDING:

This Project is included in the Fiscal Year 2022-2023 Capital Improvement Program (CIP) with a total approved budget of $150,000 (General Capital Projects Fund), which will provide sufficient funds needed to complete this Project.
