| SUBJECT: | APPROVE TO WAIVE FORMAL BID REQUIREMENTS PER LA HABRA MUNICIPAL CODE, SECTION 4.20.020 (B) AND AUTHORIZE EXECUTIVE DIRECTOR TO EXECUTE AN AGREEMENT WITH BUCKNAM AND ASSOCIATES, INC., FOR SPECIALTY WATER/SEWER ENGINEERING CONSTRUCTION SUPPORT AND PROJECT MANAGEMENT SERVICES FOR FISCAL YEAR 2020-2021 |
RECOMMENDATION:
That the Utility Authority:
A. Waive formal bid requirements per La Habra Municipal Code, Section 4.20.080 (B), and;
B. Authorize the Executive Director to execute an agreement with Bucknam and Associates, Inc., in the amount of $84,810, which includes a 10 percent contingency, for specialty water/sewer system design/engineering/construction support services.

DISCUSSION:
The La Habra Utility Authority (Authority) has had an agreement with Bucknam and Associates (Bucknam) for 12 years, during which time Bucknam has provided the Authority with specialized utility engineering services and helped complete more than $34 million in water and sewer improvement projects in the City of La Habra. Furthermore, Bucknam has experienced staff who have provided a high-level of expertise and support in the area of water and sewer improvements and construction in the City.
Staff recommends awarding a contract to Bucknam for Fiscal Year 2020-2021 for specialized engineering services in conjunction with the following projects:
1. Rehabilitation of the OC-4 Metropolitan Water District Flow Control Connection.
2. Sewer Master Plan.
3. Hacienda Pump Station.
4. Foothill Pressure Zone Consolidation.
5. Program Management Support for Bureau of Reclamation Grant Funding for Smart Meter Exchange Program.
Staff recommends awarding a contract to Bucknam for Fiscal Year 2020-2021 for specialized engineering services in conjunction with the following projects:

FISCAL IMPACT/SOURCE OF FUNDING:
Execution of this agreement will have no fiscal impact on the General Fund. There is sufficient funding within the adopted Fiscal Year 2020-2021 Utility Authority Water/Sewer Operating Budget to fund the $84,810 cost for the professional services agreement with Bucknam.
