SUBJECT: APPROVE AND AUTHORIZE AGREEMENT FOR DELEGATION OF EARLY HEAD START PROGRAM OPERATIONS FOR FISCAL YEAR 2020-2021

RECOMMENDATION:

That the City Council:
A. Approve and authorize the City Manager to execute an agreement for Delegation of Early Head Start Program Operations for Fiscal Year 2020-2021 with Orange County Head Start, Inc., (OCHS) authorizing the City to provide Early Head Start developmental services for up to 50 infant/toddler aged children and/or pregnant mothers living in La Habra in a Home-Based setting.

B. APPROVE AND ADOPT RESOLUTION NO. _____ ENTITLED:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA CERTIFYING THE APPROVAL AND AUTHORIZING THE EXECUTION OF LOCAL AGREEMENT NO. 2020-21 AGREEMENT FOR DELEGATION OF EARLY HEAD START PROGRAM OPERATIONS WITH ORANGE COUNTY HEAD START, INC.

DISCUSSION:

In 2010 OCHS granted the City of La Habra the Early Head Start (EHS) program with the option to provide developmental services for up to 30 infants/toddlers as a home-based program.  The grant funding for the EHS program increased during the 2017-18 Fiscal School Year, which allowed EHS to serve an additional 20 children (for a total of up to 50 infants/toddlers).  Based on enrollment interest, the City will be able to provide EHS services for 50 infants/toddlers during FY2020-21.

EHS provides a comprehensive set of early child development services to children and their families.  The Home-Based program option supports children and their families through home visits and group socialization.  A Home Educator visits the child’s home on a weekly basis and provides one-on-one educational enrichment activities to the child with the participation of the parent.  Due to COVID-19, these services are currently done virtually.  Home Educators and parents collaboratively plan for activities during each visit, and parents receive professional support that strengthens their role as primary caregivers and helps to facilitate the child’s development. 

Socialization activities occur twice per month wherein all children enrolled in the program, along with their parents, have the opportunity to participate in group activities.  These activities, which are conducted virtually at this time, offer an extensive variety of educationally enriched activities, including language and literacy acquisition, mathematical awareness, physical development, and emotional and social development.  EHS staff strive to ensure that each program participant, both children and adults, receive individual attention, encouragement, support, and guidance.  The program offers a variety of experiences that can assist in the development of each child’s full potential.

The EHS FY20-21 budget is $635,319.  The base budget is $469,882, which includes funding for staff salaries and benefits, supplies, contractors, and operational costs.  The FY20-21 budget also includes a Cost of Living Allowance (COLA) for staff is $9,623, as well as $17,500 for quality improvement.  The Training and Technical Assistance budget for FY20-21 is $11,250, which includes funding for training sessions, training materials, and registration at conferences.  As part of the program grant requirement, the City is required to provide a matching in-kind contribution of $127,064.  The matching in-kind funds are provided through a variety of sources that include volunteer services received through parent participation and community activities, discounted consultant services, food program income received, and the value of any City staff salaries that are not fully reimbursed by the administrative costs that are allowed to be charged to the program. 

OCHS is one of the first Head Start programs in the nation to receive a five-year grant, which was based upon the prior performance of delegate agencies and the quality of programming, including the performance and programming offered by the City of La Habra Child Development Division.  The 2019-20 school year was the first year of the five-year grant cycle and it required additional training for the Community Services Commission and the City Council.  Staff worked closely with OCHS to ensure compliance with these new training requirements.

OCHS funding for the City of La Habra EHS program requires the annual submission of an agreement that includes a Certification of Non-Profit Status and a Letter of Authorization of Signatures.  The Certification of Non-Profit Status identifies the City of La Habra as a Non-Profit Corporation.  The Letter of Authorization allows designated City of La Habra employees authorized by the City Council to sign correspondence with OCHS.
 

FISCAL IMPACT/SOURCE OF FUNDING:

The EHS program is a federally funded program administered through a grant received from OCHS.  All direct program costs are paid through the grant and the grant provides funds to reimburse related administrative services such as Information Technology Services, Finance Department support, and Community Services Department management.  No General Funds support the program.
