APPROVE ISSUANCE OF A PURCHASE ORDER TO EMERGENCY VEHICLE GROUP INC, ANAHEIM, CALIFORNIA, IN THE AMOUNT OF $197,870.41 FOR ONE (1) 2023 FORD E-350 ROAD RESCUE TYPE III AMBULANCE

RECOMMENDATION:


That the City Council:
A. Waive formal bid procedures per La Habra Municipal Code Section 4.20.070 (C) and utilize the cooperative purchase provision of the contract awarded by Sourcewell, formerly known as National Joint Powers Alliance (NJPA), master vehicle contract # RFP 110921, for the purchase of one (1) 2023 Ford E-350 Road Rescue Type III Ambulance; and,

B. Authorize the City Manager to issue a purchase order in the amount of $197,870.41 from the City's Fleet Replacement Fund to Emergency Vehicle Group Inc., Anaheim, California, for the purchase of one (1) 2023 Ford E-350 Road Rescue Type III Ambulance.

DISCUSSION:

The City currently owns three ambulance units. Units #1404 and #1405 are in-service units operating with the Los Angeles County Fire Department, while unit #1403 is kept as backup and put into service in the event an in-service unit requires repairs. Care Ambulance us under contract with the City to provide ambulance operators for the City's ambulance units. The ambulance unit being recommended for replacement is unit #1405, a 2012 Ford E-450 Road Rescue Ambulance with 159,605 miles of use. The City's replacement criterion for ambulance vehicles five years of age and 100,000 miles, which this unit exceeds. Emergency vehicles, such as ambulances, generally receive more wear than standard fleet vehicles and as they age, they require more frequent and more expensive repairs to major systems, such as engines, transmissions and electronics.

If approved for replacement, Unit #1405 will become the City's new backup ambulance kept in reserve, and the City's current reserve backup ambulance (Unit #1403), a 2000 E-450 Ambulance with 184,663 miles, will be sold through a local government vehicle auction sale.  The new ambulance will be ordered to meet all current county ambulance vehicle regulations; however, due to current market conditions and supply constraints, it is expected that it will take as long as two years for the new ambulance unit to be built and delivered to the City for use.

FISCAL IMPACT/SOURCE OF FUNDING:

The City Council approved the Fiscal Year 2022-2023 Fleet Replacement Budget cost center 177101-8916 (Vehicles) which included an allocation of $185,000 for the purchase of one (1) new Type III Ambulance. The quote from Emergency Vehicle Group Inc. for the new ambulance is $197,870.41, which is $12,870.41 more than the budgeted amount, in large part due to limited supply and inflationary price increases that are currently affecting many vehicle purchases. The Fiscal Year 2022-2023 adopted Fleet Replacement Budget currently has sufficient funding to cover the increased cost for this purchase without requiring an additional budget appropriation.
