| SUBJECT: | APPROVE CALIFORNIA STATE PRESCHOOL PROGRAM AND GENERAL CHILD CARE PROGRAM CONTINUED FUNDING APPLICATION FOR FISCAL YEAR 2021-2022 |
RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute the Continued Funding Application for the General Child Care (CCTR) and State Pre-School (CSPP) contracts for Fiscal Year 2021-2022 with the California Department of Education Early Education and Support Division.
DISCUSSION:
Each year the California Department of Education requests that agencies funded through their programs certify if they wish to continue receiving funding the next fiscal year. The approval of the Continued Funding Application for Fiscal Year 2021-2022 will ensure continued services to the residents and children of La Habra.
Child Development programs in La Habra began in 1974 and have expanded over time to enhance availability of programs serving our residents. State funding supports programs that serve children ranging in age from newborn through 12 years of age. Program participants receive service at four childcare facilities in La Habra, as well as through the Family Child Care Homes within the City.
The goals of the Child Development Division are to:
To fully meet the obligations of the General Child Care contract, services must be provided for at least 246 days for a total of approximately 50,425 operational days of service. The approximate amount of this contract will be $2,498,037, which is based on the 2020-2021 contract.
The Child Development Division can provide services for 192 children under the California State Preschool Program (CSPP) contract, but due to the COVID-19 pandemic, the program is serving fewer children to ensure compliance and safety for the children. The children, ages 3-4 years old, receive social and educational enrichment programs for one year prior to entrance into kindergarten. Service is for three hours per day for at least 181 days.
In addition, children and families in need of full-day childcare services receive care at the Whittier Preschool (1440 West Whittier Boulevard) and Euclid Main (215 North Euclid Street) sites. Program eligibility requirements are determined by the State and include specific income guidelines. The Whittier Preschool site will provide services for 32 children and the Euclid Main site for 48 children for 246 operational days of service for the year.
To fully meet the obligations of the California State Preschool Program (CSPP) contract, services must be provided for at least 181 days for the part-day program and 246 days for the full-day program. The approximate amount of this contract will be $1,520,437 which is based on the 2020-21 contract.
The proposed budget for both contracts is $4,018,474 for fiscal year 2021-2022, based on the 2020-2021 contracts.

- Provide a wide variety of educational activities to both enhance and expand on the school experience, through support and involvement with the local school district.
- Provide a healthy and nutritious dietary supplement for the children participating in the program.
- Provide a quality parent involvement and educational component in which participating and support enhances the family unit through educational as well as recreational activities.
- Assess each child in all areas of development and design curriculum planned to meet the individual needs of each child.
- Provide a safe, warm environment where each child feels free to grow at his/her own development.

FISCAL IMPACT/SOURCE OF FUNDING:
All Child Development Division funding is provided through State and Federal grants. These programs are entirely funded by the State Department of Education and the combined estimated total program budget is $4,018,474 for fiscal year 2021-2022, based on the current contract. All program administrative costs are reimbursed through the contracts. These programs do not receive General Fund support.
