APPROVE CALIFORNIA STATE PRESCHOOL (CSPP) PROGRAM CONTRACT, AMENDMENT 01 FOR SCHOOL YEAR 2022-2023

RECOMMENDATION:


That the City Council:
A.  Approve and authorize the City Manager to accept Amendment 01 to Contract CSPP-2327 from the California State Department of Education, Child Development Services for the 2022-2023 School Year; and,

B.  APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE ACCEPTANCE OF LOCAL AGREEMENT NUMBER CSPP-2327 AMENDMENT 01, WITH THE CALIFORNIA STATE DEPARTMENT OF EDUCATION.

DISCUSSION:

The State of California recently reallocated funds through the Department of Education to programs funded for State Preschool and early childhood education. If approved by the City Council, the 2022-2023 CSPP-2327 Amendment 01 (attached) would increase the Maximum Reimbursable Amount (MRA) for the City's Child Development Preschool agreement with the State from $1,877,374 to $2,406,723, an increase of $529,349.  The minimum Child Days of Enrollment (CDE) will increase from 30,646 to 39,287, and the Minimum Days of Operation (MDO) will not be impacted by the amendment and will remain at 246.  All other terms and conditions of the original agreement shall remain unchanged and in full force and effect.  Staff have reorganized the preschool program to include more full-day program enrollments in exchange for part-day enrollments in order to meet the higher CDE requirement as well as the needs of working parents.  The part-day program has been declining in enrollment over the last several years due to the growing number of working parents requiring full-day child care services.

The increase in funding, if approved, will be used to replace rubber surfacing and turf at the Child Development Center at 401 South Euclid Street, and will help fund the purchase of additional teaching supplies, iPads devices, computers, and new classroom furniture.  Each of the projects must follow the City's procurement policy and be approved by the California Department of Education if over $5,000 before being purchased, and all projects and purchases must be completed by the end of the fiscal year, June 30, to be eligible for this funding.

The La Habra Child Development program began in 1974 with a mission to provide children with a positive and nurturing experience in a safe, supportive, and active learning environment.  The needs of the children are met with regard to their level of development, their individuality, and their cultural diversity.  The program continues to expand in both grant award and program options, creating multiple options for La Habra families.  The City's Child Development Program currently holds three preschool and three school-age child care facility licenses that allow us to provide up to 171 preschool and 232 school-age children with child care services at five different sites.
 

FISCAL IMPACT/SOURCE OF FUNDING:

If the amendment is approved by the City Council and the additional funds are accepted by the City, the total maximum reimbursable amount of the CSPP contract will increase from $1,877,374 to $2,406,726, an increase of $529,349 for the 2022-2023 school year.  All Child Development Division funding is provided through State and Federal grants, and this specific program is entirely funded by the State Department of Education, including administrative costs which are reimbursed through the contract.  There is no General Fund support necessary for this program.
