APPROVE GENERAL CHILD CARE (CCTR) PROGRAM CONTRACT, AMENDMENT 01 FOR 2022-2023 SCHOOL YEAR

RECOMMENDATION:


That the City Council:
A.  Approve and authorize the City Manager to accept Contract Amendment 01 to CCTR-2165 with the Department of Social Services for the 2022-2023 School Year; and,

B.  APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE ACCEPTANCE OF LOCAL AGREEMENT NO. CCTR-2165, WITH THE CALIFORNIA STATE DEPARTMENT OF SOCIAL SERVICES.

DISCUSSION:

The City was recently notified that, due to an increase in the State budget allocation for Child Development services, additional funding has been made available for the City's state funded child care programs. If approved by the City Council, Amendment 01 to agreement CCTR-2165 will increase the Maximum Reimbursable Amount (MRA) from $3,155,432 to $3,255,934, an increase of $100,502. The Minimum Days of Operation (MDO) or Child Days of Enrollment (CDE) will not be impacted. All other terms and conditions of the original agreement shall remain unchanged and in full force and effect.

The additional funding will be used to install new rubber surfacing and turf for the children's playground areas, purchase additional supplies and new classroom furniture for the school-age programs, install exterior security cameras at the Claire Brown Child Development Center, and provide an increase in payments to the Family Child Care Home program due to an increase in placements.  Each purchase must follow the City's procurement policy and be approved by the California Department of Social Services before purchasing.  All projects and purchases must be completed by the end of the fiscal year, June 30, to be eligible for this funding.

Agreement CCTR-2165 between the City of La Habra and the California Department of Social Services allows the City to provide child care services to approximately 285 children, newborn to 12 years of age. The Program provides full-day care services for approximately 50 infants/toddlers in independently contracted Family Child Care Homes, and before and after school care for approximately 230 school-aged children in center-based programs operated by the City. The purpose of the school-age program is to provide quality childcare services to parents working or attending college/university.  The Program promotes, supports, and enhances children's development through quality early childhood educational programming.
 

FISCAL IMPACT/SOURCE OF FUNDING:

If the amendment is approved by the City Council and the additional funds are accepted by the City, the total maximum reimbursable amount of the CCTR contract will increase from $3,155,432 to $3,255,934, an increase of $100,502.  All Child Development Division funding for the CCTR program is provided through the State of California Social Services Department, including administrative costs which are reimbursed through the contract.  There is no General Fund support necessary for this program.
