| SUBJECT: | APPROVE NOTICE OF COMPLETION FOR HOME DEMOLITION AT 107 EAST 2ND AVENUE, CITY PROJECT NO. 1-D-23

RECOMMENDATION:
That the City Council approve the Notice of Completion for the Home Demolition at 107 East 2nd Avenue, City Project 1-D-23, and authorize staff to submit the notice for recordation.
DISCUSSION:
On December 19, 2022, City Council awarded a construction contract to Unlimited Environmental, Inc. of Long Beach, California in the amount of $58,800, which included a twenty percent (20%) contingency for the demolition of a single family home, purchased by the City, at 107 East 2nd Avenue, City Project No. 1-D-23.
The project included the removal and disposal of all lead-contaminated material, and complete demolition of the existing building and its foundation, in addition to the removal of all fencing, electrical equipment, trees, miscellaneous concrete, solar panels, and abandoned underground utilities. As part of the project, the contractor also installed straw wattle fiber rolls around the perimeter of the lot, as well as the installation of a temporary screened chain link fence for erosion and sediment control.
In the coming months, staff will work with an engineering firm to design a new parking lot on two adjacent City-owned vacant lots at 107 E. 2nd Avenue and 222 S. Euclid Street. It is anticipated that construction for this new proposed parking lot will begin in the Spring of 2024. The parking lot, once completed, will provide convenient parking access to Brio Park and for City events that occur on Euclid Street and at Portola Park.

Staff conducted a final inspection and found that the work was completed in accordance with the project plans, specifications, and City of La Habra standards. Upon acceptance of the project by the City Council, staff will file a Notice of Completion (Attachment 1) for recordation at the Orange County Recorder's Office. As a reference, before and after pictures of the project are included as Attachment 2.
FISCAL IMPACT/SOURCE OF FUNDING:
The final cost of construction for the Project was $50,530, which is $8,270 less than the approved purchase order in the amount of $58,800; therefore, sufficient funds are available to cover the cost of the project and the release of retention.
