SUBJECT: APPROVE AN AGREEMENT WITH THE CITY OF SANTA ANA FOR THE TRANSFER OR REIMBURSEMENT OF TRAINING COSTS FOR THE FISCAL YEAR 2019 URBAN AREAS SECURITY INITIATIVE (UASI) GRANT

RECOMMENDATION:

That the City Council approve and authorize the City Manager to execute an agreement with the City of Santa Ana for training cost reimbursement for Homeland Security training as outlined in the Fiscal Year 2019 Urban Areas Security Initiative (UASI) grant.

DISCUSSION:

The Homeland Security Grant Program (HSGP) is one tool among a comprehensive set of measures authorized by Congress to help strengthen the nation against risks associated with potential terrorist attacks.  HSGP is comprised of four interconnected grant programs:
  • State Homeland Security Program (SHSP)
  • Urban Areas Security Initiative (UASI)
  • Metropolitan Medical Response System (MMRS)
  • Citizen Corps Program (CCP)
UASI provides, among other features, funding and/or reimbursement for equipment and first responder terrorism-related training throughout Orange County.

Under the HSGP the cities of Anaheim and Santa Ana are the designated Orange County agencies responsible for the management and administration of the local UASI Grant Program, known as the Anaheim/Santa Ana UASI, or ASAUASI.  The two cities alternate the lead agency role each year, with Anaheim in the lead role during even numbered years and Santa Ana taking the lead agency role in odd numbered years.

The Fiscal Year 2019 UASI Grant is being administered by the Santa Ana Police Department.  Staff from that agency has prepared the Fiscal Year 2019 UASI agreement for Council’s review and authorization.  Pursuant to that agreement, several La Habra Police Officers will be trained and participate in Homeland Security Training Programs, including the following: 
  • Tactical Emergency Casualty Care for Law Enforcement
  • Immediate Action Team Refresher
  • ICS 300/400; Mobile Field Force
  • Unified Response to Active Shooter Incidents
Other areas of focus include:
  • Cyber Security
  • Security of Infrastructure Systems
  • Hazard Incident Planning
  • Economic Recovery
  • Public Health Preparedness  

FISCAL IMPACT/SOURCE OF FUNDING:

The total funding allocated to the Anaheim/Santa Ana Urban Area during Fiscal Year 2019 is $4,135,000.  As one of 34 cities in Orange County, La Habra is eligible for reimbursement for equipment purchases or for training specific to the UASI program.  Staff anticipates very limited funding allocation for Fiscal Year 2019 as much of the funding is used for regional training and exercises. It should be noted that grant approval is required for agencies to participate in the training and exercises.
