SUBJECT:
APPROVE AGREEMENT WITH GREAT WESTERN INSTALLATIONS, INC. FOR PLAYGROUND AND CONCRETE SURFACE REPAIRS AT CITY CHILD CARE FACILITIES.

RECOMMENDATION:


That the City Council:
A. Approve plans and specifications for the playground surface repairs at the City's Claire Brown Child Care facility (CBC) located at 305 South Euclid Street; and the City's Girl's Activity Building (GAB) located at 500 Granada Avenue;

B. Approve and authorize the City Manager to enter into an agreement with Great Western Installations, Inc. in an amount not to exceed $79,059.20; and,

C. Approve an appropriation of $79,059.20 from the state grant funded General Child Care Contract Fund to complete the necessary funding for this project.

DISCUSSION:

On June 5, 2023, the City Council accepted additional funding from the California Department of Education (CDE) for the City's Child Development Division's State Preschool program in the amount of $529,349, and an additional $100,502 from the Department of Social Services (CDSS) for the City's School-age Child Care program. The funding was allocated by the state to support general operations of the City's grant funded Child Development programs, and may include purchases for classroom supplies, capital improvements, and/or personnel costs. The state does; however, require that the additional funding be expended by June 30, 2023. Unused funds cannot be placed into the City's Child Development program reserves. Staff in the City's Child Development Division assessed the program's immediate needs and developed a list of supplies and projects that could be completed within the very short timeframe provided by the state. Two of these projects include the surface replacement in one of the playground areas at the City's Child Care Center located at 305 South Euclid Street, and concrete replacement in the play area at the City's Child Care Center located at 500 Granada Drive.  

The proposed playground surface repair at the 305 S. Euclid site consists of the temporary removal of the current playground structure and permanent removal of the existing poured in place rubberized surface that has been degraded, and replacing that surface material with new product. Once complete, the current playground equipment will be reinstalled. The current equipment and surface at this location is damaged and potentially unsafe. If approved by Council, this
project will allow for updated safety measures as required by Community Care Licensing, as well as increased education play, and a better overall look and feel to the playground.

The proposed repair at the 500 Granada Drive site includes removing ground cover and replacing it with a concrete pad for children's activities. The proposed cost includes removing all ground cover and replacing each with new updated material while staying within the same footprint. This project will replace uneven bare ground with a new level concrete surface to allow for better organized play and child development and recreational activities.
 

The Child Development Division received a total of three bid proposals for the project, as follows:

Staff received and reviewed proposals from three contractors and found Great Western Installations' total pricing to be the lowest responsive bid. Their base bid, plus a 10% contingency, was $46,075.70 for the CDC site and $32,983.50 for the GAB site, resulting in a total combined bid of $79,059.20 for both sites.

The Child Development Division submitted these proposed project, along with the three bid submissions, to the State of California for approval as required by the grant and has received approval for the turf project at 305 S. Euclid in the amount of $46,075.70. The City is awaiting approval from the Department of Social Services for the concrete project at the Girl's Activity Building, 500 Granada Drive, and will only proceed with this project upon State approval. As these funds must be expended and the projects completed by June 30, 2023, staff recommends that the City Council approve these projects and the expenditure of state funding for the projects, contingent on final approval by the State.

FISCAL IMPACT/SOURCE OF FUNDING:

The cost for these projects, in the amount of $79,059.20,  is fully funded through the City of La Habra's Child Development Division's contract with the State of California Department of Social Services. These state funds expire on June 30, 2023 if unspent. All program administrative costs are reimbursed through state grant contracts and these programs do not receive General Fund support.
