| SUBJECT: | APPROVE AND ACCEPT $100,639.03 FROM THE STATE OF CALIFORNIA CANNABIS TAX FUND GRANT PROGRAM (CTFGP) FUNDED THROUGH THE CALIFORNIA HIGHWAY PATROL FOR FISCAL YEAR 2023-2024

RECOMMENDATION:
That the City Council approve and accept the amount of $100,639.03 from the state Cannabis Tax Fund Grant Program (CTFGP) funded through the California Highway Patrol for Fiscal Year 2023-2024, and authorize the City Manager to serve as the City's "Authorized Agent" to execute CTFGP related Grant Assurances, Certification, Terms and Conditions, and Agreements to transfer funds for Fiscal Year 2023-2024.
DISCUSSION:
The La Habra Police Department has been conditionally awarded $100,639.03 under the state Cannabis Tax Fund Grant Program (CTFGP) to assist the Department in reducing and mitigating the impacts of impaired driving in the City of La Habra. The Cannabis Tax Fund Grant Program funds various Driving Under the Influence (DUI) enforcement related training opportunities including Standardized Field Sobriety Test (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE), Drug Recognition Experts (DRE), and Drug and Alcohol Recognition Training (DART). Under the terms of the grant, the Department will improve its effectiveness by training police personnel in the area of drug and alcohol detection to more effectively identify and convict DUI drivers.
The state Cannabis Tax Fund Grant Program also provides funds towards procurement of educational equipment and materials related to alcohol and drugs. If approved by City Council, the Department will acquire interactive equipment and drug replica displays to be used in drug education and prevention programs. In addition, the Department will produce a public service announcement video highlighting the dangers of impaired driving. It is anticipated that these efforts will enhance the Department's alcohol and drug prevention programs, such as "Above the Influence", by providing contemporary education materials and interactive tools to teach students about the dangers and consequences of alcohol and drug use.

FISCAL IMPACT/SOURCE OF FUNDING:
Acceptance of the grant funds will result in a reimbursement of $100,639.03 by the State for qualified City expenditures incurred during Fiscal Year 2023-2024 on alcohol and drug related training, programs and community outreach. There is no local match requirement for this grant.
