| SUBJECT: | ACCEPTANCE OF FUNDING FOR THE CITY OF LA HABRA STATE PRESCHOOL PROGRAM 2023-2024 FISCAL SCHOOL YEAR

RECOMMENDATION:
That the City Council:
A. Approve and authorize the City Manager to execute and submit the CSPP-3337 contract with the California Department of Education Early Learning and Care Division for the 2023-2024 Fiscal School Year; and,
B. APPROVE AND ADOPT RESOLUTION NO. ______ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE ACCEPTANCE OF LOCAL AGREEMENT NO. CSPP-3337 WITH THE STATE DEPARTMENT OF EDUCATION.
DISCUSSION:
The La Habra Child Development program began in 1974 with a mission to provide children with a positive, nurturing experience in a safe, supportive, and active learning environment. The needs of the children are met with regard to their level of development and individuality. The program continues to expand in both grant awards and program options, which allows the City to provide expanded services to La Habra residents. The goals of the Child Development Division are:
- Offer quality, comprehensive education and development programs for children;
- Provide a wide variety of educational activities to both enhance and expand on the school experience, through support and involvement with the local school districts;
- Provide a healthy and nutritious dietary supplement for the children participating in the program;
- Provide quality parent involvement and educational components in which participating and support enhances the family unit through educational as well as recreational activities;
- Assess each child in all areas of development and design curriculum planned to meet the individual needs of each child; and,
- Provide a safe, supportive environment where each child feels free to grow at their own development pace
For the Fiscal Year 2023-2024, the State Preschool Contract (CSSP-3337) will allow the program to provide services to approximately 192 children aged 3 to 4 years in center-based preschool settings. The contract award of $2,373,622 is a $496,248 increase from the 2022-2023 contract award and will require approximately 8,641 additional Child Days of Enrollment providing the availability of services for up to 35 additional preschool children. The State Preschool program includes both a part-day and a full-day developmentally appropriate program designed to facilitate the transition to kindergarten for three and four year old children in educational development, health services, social services, nutritional services with programs that encourage parent education and participation. For satisfactory performance of the required services, the City shall be reimbursed in accordance with the Determination of Reimbursable Amount Section of the Contract Terms and Conditions. To receive the Maximum Reimbursable Amount (MRA) of $2,373,622, the City must provide 246 Minimum Days of Operation with 30,500 Minimum Child Days of Enrollment.
Children are eligible for the part-day CSPP if the family meets the income eligibility criteria. Part-day services are available for three hours a day and for 180 days per year. Full-day services are available for families that meet the eligibility requirements and have an eligible need beyond part-day services. Full-day services are available for 246 days per year with hours of operation from 6:15 AM to 6:00 PM. The CSPP-3337 contract will allow for the program to provide preschool services to 192 children at three sites, including the Child Development Center (CDC) at 401 South Euclid Street, Main Child Development Center (Main) at 215 North Euclid Street, and the Preschool at La Bonita Park (Whittier Preschool) at 1440 West Whittier Boulevard. Services include age-appropriate, planned educational activities throughout each program day that addresses all developmental domains contained in the California Desired Results Development Profiles (DRDP).
Funding of this contract is contingent upon appropriation and availability of sufficient funds from the State of California Department of Education. The contract may be terminated immediately by the State if funds are not appropriated or available in amounts sufficient to fund the State's obligations under this contract. While the State includes this language in CSPP contracts, the State has never terminated a contract with the City of La Habra and has always approved reimbursement of service costs to the City.
FISCAL IMPACT/SOURCE OF FUNDING:
All Child Development Division funding is provided through State grants. The CSPP total budget through this grant is $2,373,622 for Fiscal School Year 2023-2024. All program administrative costs are reimbursable through the contract. The program receives no General Fund support.
