| SUBJECT: | APPROVAL OF FUNDING FROM THE CALIFORNIA DEPARTMENT OF SOCIAL SERVICES FOR THE CITY OF LA HABRA'S GENERAL CHILD CARE PROGRAM FOR THE 2023-2024 FISCAL SCHOOL YEAR

RECOMMENDATION:
That the City Council:
A. Approve and authorize the City Manager to execute and submit the CCTR-2183 contract with the California Department of Social Services for the 2023-2024 Fiscal School Year; and,
B. APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE ACCEPTANCE OF LOCAL AGREEMENT NO. 2183, WITH THE CALIFORNIA DEPARTMENT OF SOCIAL SERVICES.
DISCUSSION:
The La Habra Child Development program began in 1974 with a mission to provide children with a positive, nurturing experience in a safe, supportive, and active learning environment. The needs of the children are met with regard to their level of development and individuality. The program continues to grow in both grant awards and program options, which allows the City to provide expanded services to La Habra residents.

- Offer quality, comprehensive education and development programs for children;
- Provide a wide variety of educational activities to both enhance and expand on the school experience, through support and involvement with the local school districts;
- Provide a healthy and nutritious dietary supplement for the children participating in the program;
- Provide quality parent involvement and educational components in which participating and support enhances the family unit through educational as well as recreational activities;
- Assess each child in all areas of development and design curriculum planned to meet the individual needs of each child; and,
- Provide a safe, warm environment where each child feels free to grow at his/her own development pace.
The City of La Habra contracts with La Habra based Family Child Care homes (FCCH) to provide full day care services to infants and toddlers. The purpose of the FCCH is to provide quality childcare in a home setting to children six weeks to three years old while their parents are working, in training, or meeting the need for services approved by the California Department of Social Services. Each child receives individual attention, encouragement, support, and guidance in an effort to provide the necessary experiences and opportunities for the development of their fullest potential. Operating hours are based on the need of each FCCH Provider's Individual schedule. For the Fiscal Year 2023-2024, the General Child Care Contract (CCTR-2183) will allow the program to provide services to approximately 200 children newborn to 3 years old in the Family Child Care setting and 5 to 12 years old in the Center-based programs.
The purpose of the school-age program is to provide high quality daycare services to working parents or those attending college/university. The program promotes, supports, and enhances a child's development. The program collaborates with the La Habra City School District as they provide transportation to and from the City's center-based sites. The sites open at approximately 6:15 am and close at approximately 6:00 pm, based on the needs of the parents. The program operates year-round with "full-day" service during the winter, spring, and summer breaks. The school-age program is located at the Claire Brown site (305 S. Euclid Street), the Child Development Center (CDC), and the Girl's Activity Building (500 Granada Drive).
For satisfactory performance of the contract, the City shall be reimbursed in accordance with the Determination of Reimbursable Amount Section of the Funding Terms and Conditions, including providing 246 Minimum Days of Operations.

FISCAL IMPACT/SOURCE OF FUNDING:
All Child Development Division funding is provided through grants from the State of California. If approved, this grant from the State Department of Social Services will cover all program costs for the 2023-2024 fiscal school year for the City of La Habra's School-age Child Care program, including all program administrative costs. The maximum reimbursable amount of funding included in this contract is $3,155,432 and there will be no General Fund support.
