SUBJECT:
CONSIDER THE DESIGNATION OF VOTING DELEGATE AND ALTERNATES TO THE LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE

RECOMMENDATION:


That the City Council designate a voting delegate and up to two (2) alternate voting delegates to attend the League of California Cities (Cal Cities) Annual Conference in Sacramento, September 20-22, 2023.

DISCUSSION:

Each year, Cal Cities hosts an annual conference for its member cities. This year the conference will occur in Sacramento from Wednesday, September 20 to Friday, September 22, 2023.  The Cal Cities General Assembly will occur on Friday, September 22, from 8:30 a.m. - 10:30 a.m., at which time member cities will consider and vote upon any resolutions that establish Cal Cities' policy, and potential Cal Cities bylaws amendments are considered.  Resolutions are currently being drafted and will be presented to the City Council for consideration at a future City Council meeting. 

In order to be eligible to cast a vote during the General Assembly, the City Council must first designate a voting delegate from among its members.  Each city may also appoint up to two (2) alternate voting delegates; the first alternate would only cast his/her city's vote in the event the delegate is unable to attend the General Assembly.  The second alternate would only cast his/her city's vote in the event both the voting delegate and the first delegate are unable to attend the General Assembly (Attachment 1).  The voting delegate or alternate must be in attendance to cast his/her city's vote.

FISCAL IMPACT/SOURCE OF FUNDING:

None.  The Fiscal Year 2023-24 Budget includes funding for each City Councilmember to attend the Cal Cities Annual Conference if they so desire.

GENERAL PLAN RELEVANCE/CITY COUNCIL GOALS & OBJECTIVES:

The designation of a voting delegate and alternates to the Cal Cities Annual Conference is relevant to the following areas of the General Plan:
ED 8.1 - 9.3

It is also consistent with the following City Council Goals and Objectives:
Goal 6, Objective A: Communicate effectively with the City Council by providing information, resources, and policy recommendations to assist in the decision-making process
