| SUBJECT: | APPROVE AWARD OF CONTRACT TO LUCAS BUILDERS, INC., FOR EUCLID WATER MAIN REPLACEMENT CITY PROJECT 1-W-21

RECOMMENDATION:
That the City Council and Utility Authority:
A. Approve the Plans and Specifications for Euclid Water Main Replacement, City Project No. 1-W-21; and
B. Award a construction contract for the Euclid Water Main Replacement, City Project No. 1-W-21, to Lucas Builders, Inc., of La Habra, California, in the amount of $1,372,662 and reject all other bids; and
C. Authorize the City Manager/Executive Director to execute an agreement with Lucas Builders, Inc., of La Habra, California, in the amount of $1,372,662, and authorize staff to issue a purchase order to Lucas Builders, Inc of La Habra, California, in the amount of $1,650,795; which includes a twenty percent (20%) contingency.
DISCUSSION:
The proposed Euclid Water Replacement, City Project No. 1-W-21 consists of installing a new 12” water pipeline at Euclid Street to improve the water lines and water facilities along North Euclid Street. The base bid includes the installation of the 12” water pipeline from 981 North Euclid Street to north City limits and 6” Water pipeline at North Wiatt Way. The City advertised the Project to include Additive/alternative bid items from Whittier Boulevard to 981 North Euclid Street to improve the remaining water pipeline at Euclid Street. At the conclusion of this project, the Euclid Arterial Rehabilitation Project will begin immediately. Currently, staff is working on finalizing the plans and specifications for the Euclid Arterial Rehabilitation Project. On July 20, 2023, the City of La Habra received a total of 10 bid proposals for the project, as follows:

Staff reviewed the proposals from all 10 bidders and found Lucas Builders, Inc. total bid to be the lowest responsive bid. Their base bid in the amount of $1,047,442 and the additive bid amount of $325,220 resulted in a combined total bid of $1,372,662. Based on the proposal pricing, staff recommends that City Council approve the installation of the additional 12” water pipeline from Whittier Boulevard to 981 North Euclid Street. The City has sufficient funding to include the additional work at Euclid Street. Lucas Builders, Inc.'s references were found to be satisfactory and prior projects completed for other clients were found to be of similar scope. In addition, there was no record of excessive change orders initiated by the contractor, and they maintain a valid Contractor's License.
FISCAL IMPACT/SOURCE OF FUNDING:
The Proposed Project is included in the adopted Fiscal Year 2023-2024 Capital Improvement Program (CIP) with a total approved budget of $2,000,000 from the Foothill Zone Consolidation FY 2021-2023, Water Funds. As the total proposed project cost is now estimated at $1,650,795, which includes a 20 percent contingency, there is sufficient budgeted funding for this project and no additional funds are being requested at this time.
