That the City Council:
A. Approve and authorize the City Manager to execute and submit Contract CSPP-3337 with the California Department of Education Early Learning and Care Division for the 2024-2025 Fiscal School Year; and,

B. APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE ACCEPTANCE OF LOCAL AGREEMENT NO. CSPP-3337 WITH THE STATE DEPARTMENT OF EDUCATION.

The La Habra Child Development program began in 1974 with a mission to provide children with a positive and nurturing experience in a safe, supportive, and active learning environment. The needs of children are met with regard to their level of development and individuality. The program continues to expand in both grant awards and program options, which allows the City to provide expanded services to La Habra residents.

The goals of the Child Development Division are:

For satisfactory performance of the required services, the City shall be reimbursed by the California Department of Education in accordance with the Determination of Reimbursable Amount Section of the Contract Terms and Conditions. To receive the Maximum Reimbursable Amount (MRA) of $2,373,622, the City must provide 246 Minimum Days of Operation with 38,746 Minimum Child Days of Enrollment (CDE).      
 
Children are eligible for the part-day California State Preschool Program (CSPP) if the family meets the income eligibility criteria.  Part-day services are available for three hours a day and for 180 days per year.  Full-day services are available for families that establish eligibility and need beyond part-day services.  Full-day services are available for 246 days per year with hours of operation from 6:15 a.m. until 6:00 p.m. The Fiscal Year 2024-2025 CSPP-3337 contract will allow for the program to provide preschool services to 176 children aged 3 to 4 years in center-based preschool settings. Preschool services are offered at three sites, including the Child Development Center (401 South Euclid Street), the Main Child Development Center (215 North Euclid Street), and the City's preschool location at La Bonita Park called the Whittier Preschool (1440 West Whittier Boulevard). Services include age-appropriate, planned, educational activities throughout each program day that address all developmental domains contained in the California Department of Education's Desired Results Development Profiles (DRDP).  

Funding for this contract is contingent upon appropriation and availability of sufficient funds from the State of California Department of Education. The contract may be terminated immediately by the State if funds are not appropriated or available in amounts sufficient to fund the State's obligations under this contract. While the State includes this language in CSPP contracts, the State has never terminated a contract with the City of La Habra and, to date, has always approved reimbursement of service costs to the City.

All Child Development Division funding is provided through State grants. The CSPP program budget through this grant is $2,373,622 for Fiscal School Year 2024-2025. All program administrative costs are reimbursed through the contract.  The program receives no General Fund support.
