| SUBJECT: | APPROVE THE EARLY HEAD START HEALTH CONSULTANT AGREEMENT FOR THE 2020-2021 SCHOOL YEAR |
RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute an agreement with Vanessa Martinez, RN BSN, for consulting and health services as required for the Early Head Start program, at a rate of $75 per hour, with 20 percent as in-kind donation to the program, for an adjusted rate of $60 per hour, not to exceed 30 hours per month for the 2020-2021 school year.
DISCUSSION:
The Early Head Start program guidelines require that participants, parents and staff receive health services, education, and training as identified in the performance standards of the program. For many years Orange County Head Start (OCHS) provided these services for the City and other delegate agencies; however, OCHS now requires each delegate agency to obtain its own consultant for these services.
The La Habra Early Head Start Program has a Memorandum of Understanding with California State University Fullerton to provide interns that perform consulting services to meet the EHS guidelines. Staff met with eight qualified interns to request proposals to provide the services required by the guidelines and received two proposals. Staff evaluated technical skills, understanding of program requirements, and compassion for participants and parents in the program and recommends awarding a contract to Ms. Vanessa Martinez, RN BSN.

FISCAL IMPACT/SOURCE OF FUNDING:
The Early Head Start program is funded through a federal grant administered by Orange County Head Start. All direct program costs are paid through the grant and the administrative cost reimbursement fully covers all related administrative services such as Information Services, Finance Department support, and Community Services Department management. No General Funds support the program.
