APPROVE ISSUANCE OF A PURCHASE ORDER TO LONG BEACH BMW MOTORCYCLES, LONG BEACH, CALIFORNIA, IN THE AMOUNT OF $78,907.34 FOR TWO NEW POLICE MOTORCYCLES

RECOMMENDATION:


That the City Council:
A. Approve the purchase of two (2) new Police motorcycles to replace existing units utilizing the cooperative purchase provision of a competitively bid contract awarded by the Los Angeles County Sheriff’s Department, contract order #PO-SH-23008318-1 as allowed by La Habra Municipal Code Section 4.20.070 (C); and,

B. Appropriate $78,907.34 from the City's available unencumbered Fleet Replacement Fund balance for this purchase and authorize the City Manager to issue a purchase order in that amount to Long Beach BMW Motorcycles, Long Beach, California, for the purchase of two new Police motorcycles to replace existing units.

DISCUSSION:

Staff recommends that the City Council approve the purchase of two new police motorcycles to replace two existing units that have reached or exceeded their replacement criteria of four years and 70,000 miles. One of the existing motorcycles has been in service for 14 years and the second unit has been in services for 16 years. Both existing motorcycles will be retained by the City and either used as training units for new motor officers, or used for parts if necessary. To replace these older motorcycles, staff is recommending the purchase of two new BMW 1250 RT-P motorcycles fully outfitted and ready for service from Long Beach BMW motorcycles in Long Beach, CA.

The current police motorcycles being recommended for replacement are:
  • Unit # 2903, a 2007 Honda ST1300 motorcycle with a current mileage of 98,915
  • Unit # 2909, a 2009 Honda ST1300 motorcycle with a current mileage of 70,887
Staff reviewed the current Los Angeles County Sheriff’s Department contract order #PO-SH-23008318-1, with Long Beach BMW Motorcycles, Long Beach, California, and found the bid pricing to be competitive for the replacement motorcycles. The Los Angeles County Sheriff's pricing is based on a formal competitive bid process and provides pricing for new BMW 1250 RT-P motorcycles that meet City specifications. Due to existing and continuing supply chain delays the acquisition of the two new motorcycles, if approved by Council, will not be completed for approximately six months from the date of order.

FISCAL IMPACT/SOURCE OF FUNDING:

The adopted FY 2023-24 Fleet Replacement Budget does not allocate funding for the purchase of the two new Police motorcycles being recommended for purchase. Therefore, staff recommends that the City Council approve an appropriation of $78,907.34 from the available unencumbered Fleet Replacement Fund balance to complete this purchase.
