RECOMMENDATION:
That the City Council:
A. Approve and authorize the City Manager to execute a contract with Z&K Consultants, Inc. for Construction Management and Inspection Services for the Vista Grande Park Improvement Project, City Project No. 1-P-22; and,
B. Authorize staff to issue a purchase order to Z&K Consultants, Inc. for Construction Management and Inspection Services for the Vista Grande Park Improvement Project, City Project No. 1-P-22, in an amount not to exceed $734,569, which includes a 10 percent contingency.
DISCUSSION:
In October 2023, staff issued a Request for Proposals ("RFP") inviting interested consultants to provide proposals for construction management, construction quality assurance, and inspection services for the Vista Grande Park Improvement Project, City Project No. 1-P-22 ("Project"). On October 31, 2023, eight (8) firms responded to the City's RFP.
Consistent with the evaluation criteria as listed in the RFP, staff from the Engineering Division evaluated and scored the proposals as follows:

Staff found Z&K Consultants, Inc. ("Z&K") to be the most qualified consultant to provide the required services. Z&K submitted a comprehensive and well-structured proposal that included a detailed work plan and proposed a project team with extensive construction management and inspection experience for similar park projects. Staff also determined that Z&K has the best knowledge, skills, and unique park development experience that the City desires to assist with this project. Therefore, staff recommends that the City Council approve and authorize the City Manager to execute an Agreement (Attachment 1) with Z&K to provide construction management, construction quality assurance, and inspection services for the Project and authorize staff to issue a purchase order in the amount of $734,569, which includes a 10 percent contingency.
FISCAL IMPACT/SOURCE OF FUNDING:
On October 16, 2023, the City Council approved a total project budget for the development of Vista Grande Park in the amount of $12,797,497, which includes funding for construction, construction management, construction quality assurance, and contract inspection services associated with the Project. Sufficient funding is available in the approved budget for the costs of this agreement; therefore, no additional funds are being requested at this time.
