RECOMMENDATION:
That the City Council approve Cooperative Agreement No. 2023-1 with the City of Brea for the Lambert Road Corridor Project, Regional Traffic Signal Synchronization Program, City Project No. 7-TC-20.
DISCUSSION:
On October 21, 2019, the City Council adopted Resolution No. 5918 approving a grant submittal package to the Orange County Transportation Authority ("OCTA") for the Lambert Road Corridor Project ("Project"). On May 11, 2020, OCTA awarded the City of La Habra an amount of $1,873,074 from the Combined Transportation Funding Programs (CTFP) under Project P - Regional Traffic Signal Synchronization Program (RTSSP) to fund the Project.
The Lambert Road Corridor Project will synchronize twenty-five (25) traffic signals along Lambert Road from Martinez Drive in the City of La Habra to Valencia Avenue in the City of Brea. The approximate 7.43 mile project will improve eight (8) traffic signals in La Habra, thirteen (13) traffic signals in Brea, and four (4) traffic signals controlled by the California Department of Transportation (Caltrans).
As part of the proposed Cooperative Agreement No. 2023-1, the City of La Habra will serve as the lead agency for the Project. City staff worked collaboratively with the City of Brea to develop this cooperative agreement for the Project. The cooperative agreement identifies the project’s scope of work, including: engineering design and construction services, signal timing, and implementation. In addition, the agreement also defines the specific terms, conditions, and responsibilities between the City of La Habra and the City of Brea.
The cooperative agreement was approved by the Brea City Council at its regular meeting of December 5, 2023. A copy of the agreement signed by the City of Brea is included as Attachment 1 to this report, with Brea signatures located on page 10 of the agreement. The City of La Habra, acting as the lead agency for the project, will be the last to execute the agreement pending City Council approval. Caltrans had previously executed a separate cooperative agreement with the City of La Habra for this project on February 17, 2021.
Staff recommends that the City Council approve and authorize the City Manager to execute the Cooperative Agreement No. 2023-1 with the City of Brea for the Lambert Road Corridor Project Regional Traffic Signal Synchronization Program, City Project No. 7-TC-20.

FISCAL IMPACT/SOURCE OF FUNDING:
Funding for the Project is included in the adopted Fiscal Year 2021-22 Budget. The City of La Habra’s portion of the project's cost, including engineering, construction, and signal timing, is approximately $1,016,500. The project is funded through a Regional Traffic Signal Synchronization Program grant in the amount of $813,200 and $203,300 from the City's Gas Tax allocation serving as the 20% local match, which includes up to $20,000 of in-kind service, as required by the Grant. Sufficient funding for this project was included in the adopted Fiscal Year 2021-22 budget.
