| SUBJECT: | APPROVE THE 2020-2021 OFFICE OF TRAFFIC SAFETY (OTS) GRANT - SELECTIVE TRAFFIC ENFORCEMENT PROGRAM |
RECOMMENDATION:
That the City Council approve and authorize the Chief of Police to accept and execute an agreement with the State of California’s Office of Traffic Safety (OTS) to accept the "Selective Traffic Enforcement Program" (STEP) grant funding in the amount of $113,000 for overtime costs related to extra enforcement operations, collaborative Driving Under the Influence (DUI) operations, and Traffic Enforcement, travel, and training.
DISCUSSION:
The California Office of Traffic Safety (OTS), in cooperation with the National Highway Traffic Safety Administration (NHTSA), provides traffic safety grants annually to municipalities that demonstrate a need for funding and provides pro-active enforcement in the area of traffic safety. Grants are awarded based on an individual municipality's needs and state rankings related to traffic safety. Funding is provided by the National Highway Traffic Safety Administration and is intended to offset local costs associated with traffic safety operations and the identification of mechanisms that aid a city's efforts to improve with respect to traffic related issues. OTS oversees the grant funding that is available for California law enforcement agencies.
After a competitive grant application process, the City of La Habra has been awarded a grant to fund the operation of:
Personnel costs (on an overtime rate) associated with the operation of the various operations: $109,061
Costs are estimated based on an overtime approximate hourly rate range of $27.02/hour to $110.00/hour. Overtime reimbursement will reflect actual costs of the personnel conducting grant operations, to the maximum range specified.
Travel Expenses: $3,039
After a competitive grant application process, the City of La Habra has been awarded a grant to fund the operation of:
- 30 DUI Saturation Patrols
- 3 Distracted Driving Patrols
- 18 Traffic Enforcement Patrols Targeting Primary Collision Factors
- 3 Motorcycle Safety Enforcement Operations
- 2 DUI/Driver’s License Checkpoints
- 2 Traffic Safety Educational Presentations
- 6 Bicycle and Pedestrian Enforcement Operations
- 3 Highly visible collaborative DUI Enforcement operations
- 3 Highly visible collaborative Traffic Enforcement operations
- Additional DUI related training for officers
- $3,039 for in-state travel to traffic-related safety conferences
- $2,300 for Traffic Safety Education (similar to the “Team Soil” BMX shows that were presented to school aged children over the past eight years).
- $900 towards the purchase of bicycle helmets (to be given away at the above referenced bike safety presentations).
- Reduce the number of victims killed and injured in collisions.
- Reduce the number of victims killed and injured in alcohol-involved collisions.
- Reduce the number of victims killed and injured in drug-involved collisions.
- Reduce the number of motorcyclists killed and injured in collisions
- Reduce the number of motorcyclists killed and injured in alcohol-involved collisions.
- Reduce nighttime fatal collisions (9:00 pm to 3:00 am).
- Reduce nighttime injury collisions (9:00 pm to 3:00 am).
- Reduce hit-and-run fatal and injury collisions.
Personnel costs (on an overtime rate) associated with the operation of the various operations: $109,061
Overtime for grant-funded law enforcement traffic safety operations may be conducted by police department personnel. Personnel will be deployed as directed by the Traffic Unit supervisor to accomplish the grant’s goals and objectives.
Costs are estimated based on an overtime approximate hourly rate range of $27.02/hour to $110.00/hour. Overtime reimbursement will reflect actual costs of the personnel conducting grant operations, to the maximum range specified.

Travel Expenses: $3,039
- Costs are included for authorized staff to attend conferences and training events supporting the grant’s goals and objectives, and/or grant-related traffic safety topics. Local mileage for grant activities and meetings is included. All conferences, seminars or training not specifically identified in the budget narrative must be approved by OTS. All travel claimed must be at the agency’s approved rate. Per Diem may not be claimed for meals provided at conferences when registration fees are paid with OTS grant funds.
- These funds will be expended to purchase new bicycle safety helmets to distribute to children/juveniles in the community.
FISCAL IMPACT/SOURCE OF FUNDING:
The amount allocated by the OTS STEP grant is $113,000. This amount will fully fund the salary and benefits of additional overtime enforcement efforts, training for DUI enforcement, and bicycle safety costs. No general funds will be required to supplement this grant funding.
