| SUBJECT: | APPROVE ISSUANCE OF A PURCHASE ORDER TO NEXTECH SYSTEMS, INC., IN AN AMOUNT OF $79,696.90 FOR CITYWIDE TRAFFIC SIGNAL SAFETY LIGHTING IMPROVEMENTS

RECOMMENDATION:
That the City Council approve and authorize staff to issue a purchase order in the amount of $79,696.90 to NexTech Systems, Inc. for the purchase of traffic signal safety lighting equipment for the Citywide Safety Lighting Improvement project.
DISCUSSION:
With the exception of the intersection at La Habra Boulevard and Euclid Street, all City-owned signalized intersections within the City of La Habra currently utilize high pressure sodium vapor (HPSV) safety lighting which is outdated and inefficient due to the amount of electricity HPSV bulbs use. Newer light emitting diode (LED) technology exists for this type of application, which would bring the City up-to-date with current lighting technology, enhance visibility at intersections, and reduce electricity costs to the City as LED lights are more energy efficient than HPSV lights.
In July 2020, staff purchased and installed an LED lighting system to test as a pilot program at the intersection of La Habra Boulevard and Euclid Street. Staff found the system to be reliable and perform as specified and per City standards. Non-City owned safety lights, such as those owned by Caltrans along State highways (Whittier Boulevard, Beach Boulevard, and Imperial Highway), were previously upgraded to LED technology. Based on staff's assessment of the LED pilot program and the other installed lights in the City, staff recommends that City Council approve the updating of safety lighting technology at the remaining thirty-four (34) City-owned intersections to complete this City-wide project.
Staff has been satisfied with the performance and quality of the LED lighting system. The proposed LED lighting system is compatible with and will match what has already been installed at the intersection at Euclid Street and La Habra Boulevard; therefore, staff is recommending the purchasing of the same safety lighting equipment. Staff solicited quotes from three vendors for LED lighting equipment and found NexTech's pricing to be the most competitive of the three. As a result, staff recommends that the City Council issue a purchase order to NexTech in the amount of $79,696.90 for the purchase of LED safety lighting.

FISCAL IMPACT/SOURCE OF FUNDING:
Funding for this project was included in the Fiscal year 2021-22 adopted budget in the CIP projects list as CIP No. 5 utilizing Traffic Impact Fees. There is sufficient funding in the adopted budget to complete this project; therefore, no additional funding is necessary.
