APPROVE NOTICE OF COMPLETION FOR THE EMERGENCY STORM DRAIN REPAIRS AT 941 AND 951 RIDGEHAVEN DRIVE

RECOMMENDATION:


That the City Council:
A. Approve the Notice of Completion for the Emergency Storm Drain Repairs at 941 and 951 Ridgehaven Drive and authorize staff to submit the notice for recordation; and,

B. Approve an increase of $21,478.43 to the Purchase Order to Mike Bubalo Construction, Co. to cover additional expenses related to restoration work at 941 and 951 Ridgehaven Drive. 

DISCUSSION:

On May 15, 2023, the City Council awarded a contract to Mike Bubalo Construction Co. (Bubalo) for an amount not-to-exceed $400,000 to perform emergency repairs to an existing City-owned 36-inch corrugated metal pipe (CMP) storm drain pipe situated on a City easement between two residential properties at 941 and 951 Ridgehaven Drive. Repairs included the removal of the existing deficient CMP pipe and the installation of approximately 150 feet of reinforced concrete pipe (RCP); trench backfill with 1-sack cement slurry; the removal and replacement of the entire garden block wall, planter, landscaping and irrigation; and, other as-needed incidental work. After the storm pipe work was completed, the contract required site restoration to the two adjoining private properties; however, there was additional restoration work that was needed, but not originally anticipated, including the installation of concrete with special non-slip surface treatment, some stucco work to match portions of walls that were not removed, painting, planting and landscaping, gate repairs, and lighting. 

Staff conducted a final inspection and found that the work was completed in accordance with the project plans, specifications, and City of La Habra standards. Staff recommends that the City Council approve an increase of $21,478.43 to the purchase order issued to Bubalo to fully fund the additional restoration work that was completed at 941 and 951 Ridgehaven Drive, accept the project as completed, and authorize staff to record the Notice of Completion. Upon acceptance of the project by the City Council, staff will file a Notice of Completion (Attachment 1) for recordation at the Orange County Clerk-Recorder's Office.

FISCAL IMPACT/SOURCE OF FUNDING:

On May 15, 2023, the City Council approved a purchase order for an amount not-to-exceed $400,000 of American Rescue Plan Act (ARPA) funds for emergency storm drain repair. The total expenditures to date, including the additional work, is $421,478,43; therefore, staff is requesting that the City Council approve an additional $21,478.43 appropriation of ARPA funds to fully fund the work performed by Mike Bubalo Construction Co. on this project.
