| SUBJECT: | APPROVE EMERGENCY MANAGEMENT PERFORMANCE GRANT (EMPG) GOVERNING BOARD RESOLUTION FOR FEDERAL GRANT YEARS (FYS) 2023, 2024, AND 2025

RECOMMENDATION:
That the City Council:
A. Approve and adopt a resolution authorizing the City Manager, Director of Finance and Chief of Police to serve as the City's "Authorized Agents" for the Emergency Management Performance Grant (EMPG) project as follows: APPROVE AND ADOPT RESOLUTION NO. CC 2024-____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, AUTHORIZING THE CITY MANAGER, OR DIRECTOR OF FINANCE, OR CHIEF OF POLICE TO SERVE AS THE CITY’S AUTHORIZED AGENTS TO EXECUTE FOR AND ON BEHALF OF THE CITY OF LA HABRA ANY ACTIONS NECESSARY FOR THE PURPOSE OF OBTAINING FEDERAL FINANCIAL ASSISTANCE PROVIDED BY THE FEDERAL DEPARTMENT OF HOMELAND SECURITY FOR THE EMERGENCY MANAGEMENT PERFORMANCE GRANT (EMPG) FOR FEDERAL GRANT YEAR 2023, FEDERAL GRANT YEAR 2024, AND FEDERAL GRANT YEAR 2025; and,
B. Approve and authorize any of the designated Authorized Agents to execute EMPG related Grant Assurances, Certification, Terms and Conditions, and Agreements to transfer funds for Federal Grant Years 2023, 2024, and 2025.
DISCUSSION:
Starting in 2020, the City Council approved resolutions authorizing participation and appointing specific executive staff (City Manager, Director of Finance, and Chief of Police) to act as authorized agents for the federal Emergency Management Performance Grant program. Such resolutions are considered by the Department of Homeland Security as authoritative for three years from date of ratification. Each year the United States Congress appropriates funds to support emergency management at the Federal, State, and Local levels. La Habra's allocation during the current grant cycle (FY 2023) is $9,564. Future EMPG (FY 2024, 2025) allocations will be announced as programs as they occur and programs are launched.
As per the Federal Emergency Management Agency (FEMA), the purpose of the EMPG program is to “make grants to States to assist State, local and tribal governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act, which authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property from hazards and to vest responsibility for emergency preparedness jointly in the Federal Government, States and their political subdivisions. Through the EMPG Program, the Federal Government provides necessary direction, coordination, and guidance, and provides necessary assistance, as authorized by the Stafford Act, so that a comprehensive emergency preparedness system exists for all hazards” (www.FEMA.gov, 2016).
Consistent with prior City Council direction, EMPG allocations will be used by the City to support local emergency management operations administered by the La Habra Police Department, including support for a portion of the costs associated with the City's Emergency Management Coordinator/Emergency Manager position. Pursuant to the goals and objectives of LHPD’s Emergency Management Program, the City will:

- Provide training opportunities for staff in accordance with the City’s “NIMS 5-Year Training Plan.”
- Provide Emergency Operations Center (EOC) and WebEOC training opportunities to improve the operational capabilities of the City’s EOC staff.
- Draft, revise, and maintain the City’s various emergency planning documents to include participation in the Anaheim-Santa Ana Urban Area Security Initiative’s (ASAUASI) Threat and Hazard Identification and Risk Assessment (THIRA) Project.
- Participate in State and regional drills and exercises to sustain and improve emergency operations capabilities.
- Participate in emergency management and homeland security grant programs.
- Participate in Local, State, and National emergency management meetings, seminars, and other training opportunities to assure that the City’s emergency management and planning efforts are consistent with and supported by National, State, and Operational Area emergency plans and priorities.
- Address corrective and after-action recommendations identified through activations and exercises.
FISCAL IMPACT/SOURCE OF FUNDING:
If approved by City Council, the City's participation will require the City to provide an equal match of $9,564 during EMPG FY 2023. There is sufficient funding in the adopted FY 23/24 Police Department General Fund budget to satisfy this match requirement. Future EMPG grants for FY 2024 and FY 2025 will also require equal matches for La Habra's EMPG allocation amounts and staff will present those for future City Council consideration as part of the annual budget approval process in those respective fiscal years.
