APPROVE TO ACCEPT DEED OF A UTILITY EASEMENT FOR 251-351 WEST IMPERIAL HIGHWAY

RECOMMENDATION:


That the City Council:
A. Approve to accept the offer of a dedication of a sewer easement at 251-351 West Imperial Highway; and,

B. Approve and authorize the recordation of the Deed of Easement with the County of Orange.

DISCUSSION:

The Olson Company, owner of the new multifamily residential development at 251-351 West Imperial Highway, is developing the property, including the addition of a sewer pipe and manhole in proximity to the City's existing sewer easement. The sewer manhole, as designed, could not be constructed within the existing sanitary sewer easement due to utility conflicts with an existing Southern California Edison power distribution main in the vicinity. Staff evaluated the conditions during development of the sewer infrastructure and determined that the alternative location would still provide much-needed access to the development's sewer collection system for routine maintenance, cleaning and inspection. An as-built manhole location will require the dedication of a 100 square foot (10 feet x 10 feet) easement inside the driveway approach of the site, yet also within the Caltrans right-of-way in the City of La Habra.  

If this dedication is approved by the City Council, the City will own 100 square feet of sewer easement at this location, and will be responsible for future maintenance of the manhole and downstream sewer pipe.

FISCAL IMPACT/SOURCE OF FUNDING:

There is a future cost for the City to accept the easement dedication; however, it would be considered marginal. Once dedicated to the City, the sewer would have a service life of approximately 50 years.
