| SUBJECT: | APPROVE TEMPORARY SIGNS FOR THE LA HABRA CITRUS FAIR

RECOMMENDATION:
That the City Council approve temporary signs for the La Habra Citrus Fair, to be displayed at the southeast corner of La Habra Boulevard and Euclid Street and at the northwest corner of La Habra Boulevard and Harbor Boulevard, subject to the final designs and specifications meeting parameters established by the Director of Community and Economic Development.
DISCUSSION:
Staff at the La Habra Chamber of Commerce (Chamber) are in the process of planning their 2024 Citrus Fair, which is scheduled to occur from Friday, May 3, 2024, through Sunday, May 5, 2024. As part of their promotional efforts, staff at the Chamber have requested the use of temporary signs to promote the event. This request is consistent with similar requests made by the Chamber in prior years, and the proposed signs would be placed at the southeast corner of La Habra Boulevard and Euclid Street (City Hall) and at the northwest corner of La Habra Boulevard and Harbor Boulevard (former Burch Ford property). Each corner will have one sign facing the intersection. An additional sign will be placed at the Chamber of Commerce property located at 321 East La Habra Boulevard, along the front of the building. All locations are located within the SP-1 (La Habra Boulevard Specific Plan) Zone.
In 2015, 2016 and 2017, the City Council approved the placement of temporary signs for this event at the northeast corner of La Habra Boulevard and Euclid Street (Police Department) and at the former Burch Ford site. In 2018, 2019, 2021, 2022, and 2023, the City Council approved the placement of these signs at City Hall and at the former Burch Ford site. The Community and Economic Development Department has not received any complaints or reports of any incidents regarding the use or placement of the temporary signs at any of these locations in prior years.
Signs promoting civic events on City property must be approved by the City Council pursuant to the La Habra Municipal Code Section 18.44.050.C.10.i "Special civic or volunteer organization event signs; as approved by the City Council." The Citrus Fair signs will be made out of 1/8 thick Coroplast which is ideal for outdoor applications. The signs are more resilient, weatherproof and stain resistant. Each sign measures approximately four feet in height by eight feet in length and features side advertising panels measuring 18 inches by 4 feet high. The panels will be limited to advertising for the La Habra Citrus Fair; no other advertising will be permitted.
The proposed temporary signs, their location and materials are consistent with what has been approved in previous years; therefore, staff recommends that the City Council approve the use of temporary signage, subject to final design, setbacks and other permit standards being evaluated and approved by the Director of Community and Economic Development.

FISCAL IMPACT/SOURCE OF FUNDING:
A banner permit application has been submitted by the Chamber of Commerce, which includes a $30 fee. There is no further fiscal impact associated with approval of the temporary signs.
