APPROVE A WORKFORCE DEVELOPMENT OPPORTUNITY ACT PAYMENT FOR $186,190.58 FOR FY 23-24 ANNUAL RENT AT THE READY S.E.T. OC BREA OFFICE AND APPROVE SUBLICENSE AGREEMENT WITH AMERICAN WORKS OF CALIFORNIA FOR ANNUAL RENT PER THE WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) CONTRACT NO. MA-012-24010395

RECOMMENDATION:


That the City Council approve a one-time payment of $186,190.58 from grant funds for rent at the READY S.E.T. OC office located in Brea, California for FY 2023-2024 and approve the Sublicense Agreement with America Works of California for the annual rent of $15,655.49 per month as part of the Workforce Innovation and Opportunity Act (WIOA) Contract No. MA - 012-24010395.

DISCUSSION:

The City of La Habra is the contracted operator of the County of Orange's Workforce Innovation and Opportunity Act funded Ready S.E.T. OC program. This is a grant funded program administered through the County of Orange, which has allocated $2,440,915 annually to the City to operate the program. In July 2023, the County required that the program administrative offices move from the City of La Habra to a new facility in the City of Brea that also houses a number of other County funded programs and operations, including the Workforce Training program for adults, Workforce Solutions Center (formerly known as the One Stop Center), and more.  The County's intention was to combine all employment services in one location to help streamline services for those seeking assistance, while creating efficiencies within various County-funded grant programs.

The County has been assessing costs associated with their location and has combined all facilities related charges into a Memorandum of Understanding (MOU) and an invoice for rent, utilities, insurance, and business amenities such copy machines and phones. They have determined that the Ready S.E.T. OC program that the City of La Habra administers will be allocated a monthly facility rent of $15,655.49, totaling $186,190.58 per year. The facilities use and rent charge will be funded by the County's grant allocation for the program, and there will be no cost to the General Fund.

FISCAL IMPACT/SOURCE OF FUNDING:

There is no impact to the General Fund and all costs for facility use and rent will be covered through the Ready S.E.T. OC grant funded agreement with the County of Orange. The City also receives an administrative fee of up to 10% of all grant funded expenditures to help fund the City's administrative costs associated with the grant operations and administration.
