RECOMMENDATION:
That the Utility Authority:
A. Authorize the Executive Director to enter into an agreement with Valverde Construction, Inc for emergency water main, sidewalk, and roadway repairs on Euclid Street between Montwood Avenue and Sandlewood Avenue; and,
B. Authorize staff to issue a purchase order in the amount of $725,708 to Valverde Construction, Inc. for emergency water main, sidewalk, and roadway repairs on Euclid Street, which includes a 15% contingency.
DISCUSSION:
On June 21, 2024, at approximately 2:00 p.m., a high-pressure 12" City-owned cast iron water main located on Euclid Street between Montwood Avenue and Sandlewood Avenue burst. Utility Authority staff responded and isolated the water main, while staff from the City's Street Division established traffic control and diverted traffic around the impacted area. Due to the size and magnitude of the water main break, staff contacted Valverde Construction, Inc. to help facilitate emergency repairs. Valverde responded promptly and, after excavating the street, identified a longitudinal crack in the water main which required the replacement of twelve feet of pipe. The water main was placed back into service at approximately 1:00 a.m. on June 22, 2024. Valverde crews worked until 5:00 a.m. to fill and patch voided sections of the roadway on Euclid Street. A post-incident assessment of the roadway determined that the number two lane should remain closed until permanent repairs were completed due to the unevenness of the surface. Similarly, the sidewalk between Montwood Avenue and Sandlewood Avenue on the west side of Euclid Street suffered extensive damage, and was deemed unsafe for pedestrian travel and is currently closed.
The 12" cast iron water main on Euclid Street is approximately 62 years old, with the typical useful life of cast iron pipe ranging from 50 years to 100 years. Based upon the age of the pipe, the slope of Euclid Street, and the significant amount of damage that occurs when a high-pressure water main breaks, staff recommends replacing approximately 500 linear feet of this 62 year old cast iron pipe from Montwood Avenue to Sandlewood Avenue with C-900 plastic pipe. Staff solicited informal bids from five contractors who are qualified to install the new water main, make repairs to Euclid Street, and to replace the damaged sidewalk.
Bids were received on July 10, 2024, and are shown in the following table:
Valverde Construction, Inc. provided the lowest responsible bid for emergency water main, sidewalk, and roadway repairs to Euclid Street. Valverde Construction, Inc. has satisfactorily completed a variety of repairs to the City's water and sewer infrastructure as a long-time emergency service provider. Staff recommends entering into an agreement with Valverde Construction, Inc. to facilitate the emergency repairs. If approved, work is expected to begin two days after issuance of the Notice to Proceed with work being completed within 30 working days.

FISCAL IMPACT/SOURCE OF FUNDING:
There is no impact to the General Fund. Funding for repairs, in the amount of $725,708 (which includes a fifteen percent contingency), will come from the FY 24/25 adopted Utility Authority Water Main Replacement capital budget, which has sufficient funding allocated for the cost of this project.
