RECOMMENDATION:
That the City Council:
A. Approve the proposed substantial amendment to the City of La Habra Community Development Block Grant (CDBG) Program Annual Action Plan for Fiscal Year 2020-2021.
B. APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) SUBSTANTIAL AMENDMENT TO THE ANNUAL ACTION PLAN FOR FISCAL YEAR 2020-2021.

B. APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) SUBSTANTIAL AMENDMENT TO THE ANNUAL ACTION PLAN FOR FISCAL YEAR 2020-2021.
DISCUSSION:
The 2020-2021 CDBG Annual Action Plan was adopted by the City Council on April 20, 2020. A Substantial Amendment to the Annual Action Plan is required, per the City of La Habra Citizen Participation Plan, whenever a new program not previously approved in an Action Plan becomes necessary.
The Substantial Amendment process allows the public an opportunity to provide input on proposed changes to the use of CDBG funding. In order to comply with the Citizen Participation Plan and Consolidated Plan Implementing Regulation 24 CFR 91.105, a Substantial Amendment must be made available to the public for a 30-day review period, followed by a public hearing before City Council that allows for additional input and comments before approval of the Substantial Amendment. The proposed Substantial Amendment was made available for public review and comments commencing on June 20, 2020 through July 20, 2020.
The Substantial Amendment proposes to provide funding to the following Fiscal Year 2020-2021 CDBG program:
Proposed NEW program for FISCAL YEAR 2020-2021
The La Bonita Skate Park is a popular recreational amenity available to the public at La Bonita Park. While the Skate Park is heavily utilized by avid skateboarders it, unfortunately, is also routinely vandalized, primarily during overnight hours when the park is closed. To better deter vandalism, staff recommends the installation of a motion activated security system. The security system would be located at strategic locations around the park and would be connected via the internet to allow for remote monitoring.

FISCAL IMPACT/SOURCE OF FUNDING:
The total amount of CDBG funds that are available for this Substantial Amendment were approved at a Public Hearing on March 16, 2020. The Substantial Amendment that was approved at that time canceled certain FY2019-20 projects/programs and left an available CDBG balance of $76,612. Should the City Council approve this action, CDBG funds in the amount of $51,000 will be allocated to the FY2020-21 La Bonita Skate Park Security Improvement Program. The remaining balance in the amount of $25,612 will be kept as available carryover funds for FY2020-21 and can be allocated at a future date.
