APPROVE NOTICE OF COMPLETION FOR THE NEIGHBORHOOD K, L, M TRAFFIC MANAGEMENT PLANS, CITY PROJECT NO. 3-TC-19; NEIGHBORHOOD J, F, & N TRAFFIC MANAGEMENT PLANS, CITY PROJECT NO. 3-TC-20; AND NEIGHBORHOOD E, A, & C TRAFFIC MANAGEMENT PLANS, CITY PROJECT NO. 4-TC-20

RECOMMENDATION:


That the City Council approve the Notice of Completion for the Neighborhood K, L, & M Traffic Management Plans, City Project No. 3-TC-19; Neighborhood J, F, & N Traffic Management Plans, City Project No. 3-TC-20; Neighborhood E, A, & C Traffic Management Plans, City Project No. 4-TC-20; and authorize staff to send the Notice of Completion for recordation.

DISCUSSION:

On November 21, 2022, the City Council awarded a construction contract to Palp Inc. dba Excel Paving Company, of Long Beach, California, in the amount of $547,602 which includes a 10% contingency for the construction of Neighborhood Traffic Management Program (NTMP) Neighborhoods K, L, & M, City Project No. 3-TC-19; NTMP Neighborhoods J, F, & N, City Project No. 3-TC-20; and NTMP Neighborhoods E, A, & C, City Project No. 4-TC-20.  These three projects represent the final neighborhoods of the original priority list of the NTMP program.

The Project included installation of AC speed lumps, installation of new posts, installation of new traffic signs, relocation of existing traffic signs, installation of rectangular rapid flashing beacons (RRFB's), installation of solar-powered LED flashing sign system, installation of radar speed feedback sign with solar power & mounting, installation of Botts' dots, installation & removal of striping, and other work required to install traffic-calming devices. All improvements have been completed and staff conducted a final inspection and found the work was completed satisfactorily in accordance with the Project's contract specification and City standards.  Upon acceptance of the Project by the City Council, staff will file a Notice of Completion (Attachment 1) for recordation at the Orange County Clerk-Recorder's Office.

FISCAL IMPACT/SOURCE OF FUNDING:

The total construction cost for the Project was $447,820 or $99,782 less than the approved purchase order amount of $547,602; therefore, there are sufficient funds to release retention and file the Notice of Completion.
