SUBJECT:
APPROVE ISSUANCE OF A PURCHASE ORDER TO LONG BEACH BMW MOTORCYCLES, LONG BEACH, CALIFORNIA, IN THE AMOUNT OF $38,180.19 FOR ONE NEW POLICE MOTORCYCLE

RECOMMENDATION:


That the City Council:
A.  Per La Habra Municipal Code Section 4.20.070 (C), utilize the cooperative purchase provision of a competitively bid contract awarded by the Los Angeles County Sheriff’s Department, contract order #PO-SH-23008318-1, for the purchase of one new Police motorcycle to replace a motorcycle damaged in an accident;

B.  Authorize the City Manager to issue a purchase order in the amount of $38,180.19 from the Fleet Replacement Fund to Long Beach BMW Motorcycles, Long Beach, California, for the purchase of one new Police motorcycle to replace a motorcycle damaged in an accident; and,

C. Approve an appropriation of $38,180.19 from the available unencumbered Fleet Replacement Fund balance to complete this purchase.

DISCUSSION:

Staff recommends that the City Council approve the purchase of one new police motorcycle to replace one unit that was damaged during a traffic collision.  On August 8, 2024, motorcycle Unit #2901, a 2020 BMW Police motorcycle with approximately 25,000 miles, was involved in a traffic collision at the intersection of Lambert Road and Walnut Street.  Based upon the damage to the unit, it was determined that the unit was a complete loss, and it would be necessary to purchase a replacement unit. Staff in the Fleet Division of the Public Works Department secured pricing for a new police pursuit BMW R 1250 RT-P motorcycle which includes outfitting with police equipment for $38,180.19 from Long Beach BMW Motorcycles.

Staff reviewed the current Los Angeles County Sheriff Department’s contract # PO-SH-23008318-1 with Long Beach BMW Motorcycles, Long Beach, CA, and found the bid pricing to be competitive for the replacement motorcycle unit. The Los Angeles County Sheriff Department’s pricing is based on a formal competitive bid process and provides pricing for new BMW 1250 RT-P motorcycles that meets City specifications. Staff utilized the same cooperative purchase contract for the last two BMW Police Motorcycles that were approved by Council on January 16, 2024. Due to existing inventory delays at the manufacturer, the acquisition of a new motorcycle, if approved by Council, will not be completed for approximately six months from the date of order.

FISCAL IMPACT/SOURCE OF FUNDING:

The adopted FY 2024-25 Fleet Replacement Budget did not include funding for the proposed purchase; therefore, staff recommends that the City Council approve an appropriation of $38,180.19 from the available unencumbered Fleet Replacement Fund balance to complete this purchase. Staff is in the process of working with the insurer of the party at-fault for this accident to recover costs caused by the accident. If successful, the settlement funds received will be reimbursed back into the Fleet Replacement Fund.
