| SUBJECT: | APPROVE TO AMEND THE BUDGET FOR THE COMMUNITY SERVICES DEPARTMENT, EMPLOYMENT AND TRAINING DIVISION, AND ADD AN EMPLOYMENT AND TRAINING PROGRAM COORDINATOR POSITION |
RECOMMENDATION:
That the City Council approve a budget amendment for the Community Services Department, Employment and Training Division, and add an Employment and Training Program Coordinator position.
DISCUSSION:
On August 17, 2020, the City Council approved Resolution 5960, establishing one Employment and Training Program Coordinator position in the Community Services Department, Employment and Training Division. As a result of the City's successful award of a Workforce Innovation and Opportunity Act (WIOA) Youth Employment contract by the County of Orange (County) to operate this program on a Countywide basis, staff has determined that to effectively manage this expanded program, two Program Coordinator positions will be necessary to administer day-to-day operations of the program. Under the terms of the contract, the City serves 32 cities in the County, and the additional Employment and Training Program Coordinator will provide oversight of staff and program operations in the southern portion of Orange County.
FISCAL IMPACT/SOURCE OF FUNDING:
There is no fiscal impact to the General Fund as this program is fully funded by the $2.6 million County grant. Staff estimates the total annual cost for adding an additional Program Coordinator position will be $88,688. There is sufficient funding from the awarded grant to fund the cost of this additional position in Fiscal Year 2020-2021.
