| SUBJECT: | APPROVE AN AGREEMENT WITH CABINETS INSTALLATION MASTER FOR THE KITCHEN RENOVATION AT THE CHILD DEVELOPMENT CENTER (CDC)

RECOMMENDATION:
That the City Council:
A. Approve and authorize the City Manager to enter into an agreement with Cabinets Installation Master for an amount not to exceed $48,000; and,
B. Approve an appropriation of $28,320 from the state grant-funded General Child Care Contract Fund and $19,680 from the state grant-funded California State Preschool Program to complete the necessary funding for this project.
DISCUSSION:
The kitchen at the City-owned childcare site at 401 South Euclid Street (CDC) is in need of a substantial renovation. Having supported childcare services at this location for approximately 20 years, the kitchen has significant wear and has deteriorated in many areas, including cracked and peeling cabinets, uneven and damaged counter tops, and stains on the floor and walls that are no longer repairable. This facility is used each week to prepare and serve healthy meals for up to 142 children, including breakfast, lunch, and an afternoon snack, which makes a well-functioning, safe kitchen essential for operational efficiency. The primary goal of this proposed remodel project is to maintain a safe, functional kitchen space where staff can efficiently prepare meals for children enrolled in the program.
This proposed remodel project will include a complete replacement of all kitchen cabinets with new, durable, easy-to-clean materials, new high-quality counter tops that can hold up to heavy daily usage, and upgraded flooring designed to resist stains, be easier to keep clean, and provide a slip-resistant surface. In addition, the plumbing in the kitchen will be updated to ensure a reliable and efficient water supply and drainage, and repairs will be made to walls where necessary. The project will also include upgrading all electrical outlets in the kitchen to comply with current building code requirements, ensuring safety and accessibility for kitchen staff as they prepare meals. This upgrade may also include the installation of additional power outlets, if needed, to accommodate kitchen appliances and equipment.

Staff in the City's Child Development Division received a total of three bid proposals for the project, as follows:

Staff reviewed proposals from the three contractors and determined that Cabinets Installation Master provided the lowest responsive bid at $48,000. The Child Development Division submitted this proposed project, along with the three bids, to the California Department of Education and the California Department of Social Services for approval, as required by the program grants. Approval has been granted by the state for the kitchen renovation project at 401 South Euclid Street in the amount of $48,000. The state's grant funding guidelines require funds to be fully expended and the project completed by or before June 30, 2025; therefore, staff recommends that the City Council approve the proposed project and authorize the expenditure of state grant funding.
FISCAL IMPACT/SOURCE OF FUNDING:
The cost of this proposed project is $48,000 and is fully grant funded through the City of La Habra's Child Development Division's contract with the California Department of Education and the California Department of Social Services. All program administrative costs are reimbursed through state grant contracts and these programs do not receive General Fund support.
