APPROVE AGREEMENTS WITH OCY MANAGEMENT, INC. AND PARKING CONCEPTS DBA (DOING BUSINESS AS) TRANSPORTATION CONCEPTS FOR SENIOR MOBILITY TRANSPORTATION SERVICES 

RECOMMENDATION:


That the City Council:
A.  Authorize the City Manager to execute an agreement with OCY Management, Inc. to operate the La Habra Senior Mobility Transportation Program On-demand (Dial-a-Ride) Service; and

B. Authorize the City Manager to execute an agreement with Parking Concepts dba (doing business as) Transportation Concepts to operate the La Habra Senior Mobility Transportation Program Shuttle.

DISCUSSION:

Since 2000, the City of La Habra has operated a senior transportation program that allows La Habra residents over the age of 60 to receive free or low-cost transportation throughout Orange County. Currently, the program has two components: a shuttle service that delivers seniors from their place of residence to the La Habra Community Center for classes and nutrition programs; and an on-demand cab service that allows seniors to receive cab rides to doctor's appointments and grocery stores. This program is funded by the Orange County Transportation Authority (OCTA) Senior Mobility Funding (SMP) through Measure M2 and AQMD funds, as well as contributions from Orange County Meals on Wheels.  The programs currently provide over 500 rides per month between both the cab and shuttle services.

Since 2021, the City has maintained contracts to provide both the shuttle service and the cab services with Parking Concepts dba Transportation Concepts, LLC and California Yellow Cab, Inc., respectively. These service providers are responsible for daily operations, including dispatch, maintenance, driver's training, and OCTA reporting requirements. In June 2025, contracts with both operators expired, and per OCTA SMP guidelines, the City was required to formally request competitive offers to vendors to provide for these services. Staff developed a Request for Proposals (RFP) for potential vendors to operate either the cab service, or shuttle service, or both services. The RFP was released in May and the City received proposals from OCY Management (formerly California Yellow Cab), for cab services only, and Parking Concepts dba Transportation Concepts, for shuttle operations only.

The proposals were evaluated by staff, and interviews were conducted with the respective vendors. Staff concluded that the proposals submitted by both vendors were accurate, fairly priced, and best matched the proposed scope of work for the operation of both programs. Both contractors have operated this program previously for the City, and staff is confident in their ability to operate the program as outlined in the RFP.

If approved by the City Council, the agreement for on-demand (dial-a-ride) cab service with OCY Management, Inc. will be for a term of five-years, from July 21, 2025 to July 20, 2030, with an annual cost of $40,000, or $200,000 over the lifespan of the five-year agreement.  Furthermore, if approved by the City Council, the agreement with Parking Concepts for shuttle operations will be for a term of four-years, from July 21, 2025 to July 20, 2029, with an annual cost of $200,000 per year, or $800,000 over the lifespan of the four-year agreement.  

FISCAL IMPACT/SOURCE OF FUNDING:

The cost for the cab service from OCY Management will not exceed $40,000 annually, or $200,000 over the lifespan of the 5-year agreement.  The cost for the shuttle service from Parking Concepts dba Transportation Concepts will not exceed $200,000 annually, or $800,000 over the lifespan of the 4-year contract.  Both programs are funded through the Orange County Transportation Authority's Senior Mobility Program funding, Air Quality Management District's AB 2766 Subvention Funds, and contributions from Orange County Meals on Wheels. There is no impact to the General fund.
