| SUBJECT: | APPROVE THE ANNUAL SOFTWARE RENEWAL OF TWO PALO ALTO FIREWALLS AND CORTEX END-POINT SECURITY SOFTWARE IN THE AMOUNT OF $71,790.20

RECOMMENDATION:
That the City Council authorize the City Manager to renew the software license with Palo Alto (PA) Network through Dell Computers for a total cost of $71,790.20.
DISCUSSION:
The City of La Habra (City) and the La Habra Police Department (LHPD) use two separate Palo Alto (PA) Networks firewall devices for network security, both of which have been in service for the past eight years and are upgraded regularly with enhanced security features. The City and LHPD networks utilize the PA firewall and cybersecurity solutions to safeguard the City and LHPD's information systems and infrastructure, ensuring that essential cybersecurity measures are in place to help protect critical City systems. Additionally, under the umbrella of the PA subscription is Cortex XDR software, which provides an all-encompassing endpoint protection solution. Cortex XDR acts as a monitoring software, and it continuously enhances its detection algorithms through built-in software. While both PA and Cortex work in conjunction with each other, both programs do have separate annual subscriptions and software licenses that must be renewed annually. Dell Computers is the authorized reseller and license administrator for Palo Alto equipment.
The current subscription for PA is set to expire on May 1, 2025 and the current subscription for Cortex is set to expire on May 7, 2025. Continuing both services is essential to maintaining the City's current security measures and protecting them against evolving cyber threats. Renewing the Palo Alto Networks subscription will also include renewing the Cortex software application subscription, both through Dell Computers, and will ensure uninterrupted access to critical security updates, threat protection, and technical support. The renewal is for a one-year term, and will cover all necessary software licenses.
Staff recommended that the City Council authorize the City Manager to renew the software licenses and subscriptions with Palo Alto Networks for both firewalls in an amount not to exceed $71,790.20.

FISCAL IMPACT/SOURCE OF FUNDING:
The renewal cost of $71,790.20 was approved as part of the Fiscal Year 2024-2025 Information Technology budget (account #615271-52300). No additional appropriation is needed.
