| SUBJECT: | APPROVE AGREEMENT WITH DFS FLOORING FOR THE FLOOR REPAIRS AT THE CHILD DEVELOPMENT CENTERS

RECOMMENDATION:
That the City Council:
A. Approve and authorize the City Manager to enter into an agreement with DFS Flooring for an amount not to exceed $74,342.85; and,
B. Approve an appropriation of $45,034.80 from the state grant-funded General Child Care Contract Fund (CCTR), $23,828.18 from the state grant-funded California State Preschool Program (CSPP), and $5,479.87 from Day Care Home Food Program (DCH) to complete the necessary funding for this project.
DISCUSSION:
The flooring at the City-owned childcare sites located at 215 North Euclid Street (Main), 401 South Euclid Street (CDC), and 305 South Euclid Street (CBC), requires significant renovation. Having supported childcare services at these locations for approximately 20 years, the floors have experienced substantial wear and deterioration. Issues include cracked and lifted tiles, uneven surfaces, and stains in areas that are now beyond repair. Each week, these facilities accommodate approximately 349 students for 246 days each year. The primary goal of this proposed renovation project is to ensure a safe and functional environment where both staff and children can effectively utilize the space.
If approved by Council, the proposed renovation projects will be completed at the following childcare locations: 215 North Euclid Street (Main), 401 South Euclid Street (CDC), and 305 South Euclid Street (CBC). The project will include replacing all flooring with durable, easy-to-clean materials. The contractor will remove furniture as needed, demolish the existing carpet and VCT (Vinyl Composition Tile), remove the baseboards, and repair and prepare the subfloor for the proper installation of the new flooring. The scope includes furnishing and installing the new carpet/VCT flooring, baseboards, moldings, reducers, and other necessary materials.

Staff in the City's Child Development Division received a total of three bid proposals per site for the projects, as follows:

Staff received and reviewed proposals from three contractors and found DFS Flooring total pricing to be the lowest responsive bid. Their bid was $27,399.35 for the Main Office site, $20,694.00 for the CDC site, and $26,249.50 for the CBC site, for a total combined bid of $74,342.85 for all three sites.

The Child Development Division submitted the proposed projects and the three bid submissions to the State of California for approval, as required by the grant, and the California Department of Education and Department of Social Services have granted approval for these projects. Staff recommends that the City Council approve these projects and authorize the expenditure of state grant funding.
FISCAL IMPACT/SOURCE OF FUNDING:
The cost of this proposed project is $74,342.85 and is fully grant-funded through the City of La Habra's Child Development Division's contract with the California Department of Education, California Department of Social Services and the California Adult and Child Food Program (DCH). All program administrative costs are reimbursed through state grant contracts and these programs do not receive General Fund support.
