| SUBJECT: | APPROVE NOTICE OF COMPLETION FOR EUCLID WATER MAIN REPLACEMENT, CITY PROJECT NO. 1-W-21

RECOMMENDATION:
That the City Council and Utility Authority approve the Notice of Completion for the Euclid Water Main Replacement, City Project No. 1-W-21; and authorize staff to file a Notice of Completion for recordation with the Orange County Clerk Recorder's Office.
DISCUSSION:
In August 7, 2023, the City Council awarded a $1,650,795 construction contract to Lucas Builders, Inc. ("Contractor"), based in La Habra, California, for the Euclid Water Main Replacement Project, City Project No. 1-W-21. The project involved the installation of a new 12-inch water pipeline, new service lines, and related infrastructure improvements along Euclid Street from Whittier Boulevard to the northern City limit.
In August 19, 2024, the City Council approved an amendment to expand the Contractor's scope of work to include the installation of an 8-inch water main on Hidden Lane. As a result, the original purchase order was increased from $1,650,795 to $2,156,023.
City staff have conducted a final inspection and confirmed that all work was completed in accordance with the project plans, specifications, and standards of the City of La Habra. Upon the City Council's acceptance of the project, staff will file a Notice of Completion (Attachment 1) for recordation with the Orange County Clerk Recorder’s Office.

FISCAL IMPACT/SOURCE OF FUNDING:
The final cost of construction for the project was $2,050,744, which is $105,278 less than the approved purchase order in the amount of $2,156,023; therefore, sufficient funds are available to release the Project's retention.
