ACCEPTANCE OF EARLY EDUCATION AGREEMENT WITH THE CALIFORNIA DEPARTMENT OF EDUCATION EARLY LEARNING AND CARE DIVISION FOR THE 2025-2026 FISCAL SCHOOL YEAR

RECOMMENDATION:


That the City Council:
A. Approve and authorize the City Manager to execute and submit Contract CSPP-5328 with the California Department of Education Early Learning and Care Division for the 2025-2026 Fiscal School Year; and,

B. APPROVE AND ADOPT RESOLUTION NO. CC 2025-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE ACCEPTANCE OF LOCAL AGREEMENT NO. CSPP-5328 WITH THE STATE DEPARTMENT OF EDUCATION.

DISCUSSION:

The La Habra Child Development program began in 1974 to provide children with a positive and nurturing experience in a safe, supportive, and active learning environment. The needs of children are met at their level of development and individuality. The program continues to expand in grant awards and options, allowing the City to provide expanded services to La Habra residents.

The goals of the Child Development Division are:
  • Offer quality, comprehensive education and development programs for children.
  • Provide a wide variety of educational activities to both enhance and expand on the school experience, through support and involvement with the local school districts.
  • Provide healthy and nutritious dietary supplements for the children participating in the program.
  • Provide quality parent involvement and educational components to encourage participation and that enhances the family unit through academic as well as recreational activities.
  • Assess each child in all areas of development and design a curriculum planned to meet the individual needs of each child.
  • Provide a safe, supportive environment where each child feels free to grow at their own developmental pace. 
The State Preschool program includes both a part-day and a full-day developmentally appropriate program designed to facilitate the transition to kindergarten for three-and four-year-old children in educational development, health services, social services, and nutritional services, with programs encouraging parent education and participation. Children are eligible for the part-day California State Preschool Program (CSPP) if the family meets the income eligibility criteria. Part-day services are available for three hours a day and 180 days per year. Full-day services are available for families that establish eligibility and need beyond part-day services. Full-day services are available for 246 days per year with hours of operation from 6:15 a.m. until 5:30 p.m.

The Fiscal Year 2025-2026 CSPP-5328 contract will allow the program to provide preschool services to 176 children aged 2 to 5 years in a center-based preschool setting. Preschool services are offered at three sites, including the Child Development Center (401 South Euclid Street), the Main Child Development Center (215 North Euclid Street), and the Preschool location at La Bonita Park (1440 West Whittier Boulevard). Services include age-appropriate, planned educational activities throughout each program day that address all developmental domains in the California Department of Education's Desired Results Development Profiles (DRDP). 

The City shall be reimbursed by the California Department of Education for satisfactory performance of the required services, as determined in the reimbursable amount section of the Contract Terms and Conditions. To receive the Maximum Reimbursable Amount (MRA) of $2,487,180, the City must provide 246 Minimum Days of Operation. Funding for this contract is contingent upon appropriation and availability of sufficient funds from the State of California Department of Education. The State may terminate the contract immediately if funds are not appropriated or available in amounts insufficient to fund the State's obligations under this contract. While the State includes this language in CSPP contracts, the State has never terminated an agreement with the City of La Habra and, to date, has always approved reimbursement of service costs to the City.

FISCAL IMPACT/SOURCE OF FUNDING:

This grant from the State of California Department of Education, with a maximum reimbursable amount of $2,487,180, will cover all Child Development program costs for the 2025-2026 Fiscal School Year, including administrative expenses.  This program received no General Fund support.
