| SUBJECT: | APPROVE AND AUTHORIZE THE MAYOR TO EXECUTE A REVISED AMENDMENT #5 TO THE AGREEMENT FOR FIRE SERVICES BETWEEN THE CITY OF LA HABRA AND THE CONSOLIDATED FIRE PROTECTION DISTRICT OF LOS ANGELES COUNTY

RECOMMENDATION:
That the City Council approve and authorize the Mayor to execute a revised Amendment #5 to the Agreement for fire services between the City of La Habra and the Consolidated Fire Protection District of Los Angeles County.
DISCUSSION:
At its meeting on May 20, 2024, the City Council approved Amendment Number Four between the City of La Habra (City) and the Consolidated Fire Protection District of Los Angeles County (County), which amended the Agreement for Services for the period of July 1, 2024, through June 30, 2034. Amendment Number Four changed the Paramedic Assessment Engine at Station 192 into a three-person Paramedic Engine. However, the agreed-upon three-person Paramedic Engine staffing model with one Captain, one Firefighter Specialist Paramedic, and one Firefighter Paramedic was not implemented in FY 24-25 due to the County's Fire Operations Bureau policy moving toward four-person Paramedic Engines.
In order for the County to remain consistent with their four-person Paramedic Engine policy, the County agreed to staff and pay for an additional Firefighter to create a four-person unit at Station 192. With this new staffing model, the City has the option to move the Paramedic designation from the Firefighter Specialist Paramedic and apply the Paramedic designation to the Firefighter instead. If approved by City Council, Fire Station 192 will transition from a three-person Paramedic Assessment Engine consisting of one Captain, one Firefighter Specialist Paramedic, and one Firefighter Paramedic to a four-person Paramedic Engine with one Captain, one Firefighter Specialist, and two Firefighter Paramedics, with the District agreeing to pay for the annual cost of the additional Firefighter from July 1, 2025, through June 30, 2034.

FISCAL IMPACT/SOURCE OF FUNDING:
The cost of a four-person Paramedic Engine at Station 192 is $3,459,318 (see attached Schedule 2-F). The three-person Paramedic Engine staffing model outlined in Amendment #4 would cost the City $3,489,774, or a difference of $30,456 more than the four-person model due to the Paramedic designation calculated as a percentage of a position. By applying the Paramedic designation to a Firefighter instead of the more highly compensated Firefighter Specialist, the City will save $30,456 per year and will receive a four-person Paramedic Engine at Station 192, with the fourth person paid for by the County for the remaining term of the current contract extension.
