APPROVE AMENDMENT TO SUBLICENSE AGREEMENT WITH AMERICA WORKS OF CALIFORNIA, INC., FOR FACILITY SPACE IN BREA AND LAGUNA NIGUEL TO OPERATE THE READY S.E.T. OC PROGRAM PER THE WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) MA-012-24010395

RECOMMENDATION:


That the City Council approve an amendment to the annual sublicense agreement with America Works of California, Inc., for facility space in Brea and Laguna Niguel to operate the READY S.E.T. OC Program in FY 2025-2026.

DISCUSSION:

The City of La Habra operates the County of Orange's (County) Workforce Innovation and Opportunity Act (WIOA) grant-funded Ready S.E.T. OC program.  The City was allocated $3,105,000 for Fiscal Year 2025-2026 to operate the program.  As part of the requirements for the program, City staff works out of two locations, called OC Workforce Solutions Centers, in Orange County: 675 Placentia Avenue, Suite 300, Brea, and 28202 Cabot Road, Suite 140, Laguna Niguel.  Each location provides employment and training services to youth ages 14-24, and provides staff offices, conference rooms, workshop space, and a computer lab.  Additionally, both sites share building space and offer additional resources in partnership with the Employment Development Department, Adult and Senior WIOA Programs, Veterans Office, and Job & Career Fairs hosted by the County. The City currently has an agreement with America Works of California, Inc., (America Works) to operate the program out of these county office locations. 

This is the Second Amendment of a four-year contract with America Works.  The first amendment was approved by City Council in January 2025 as a result of increased rent at both locations after securing additional office space to support additional program staff.  More recently, the County assessed costs associated with each location and has combined all service providers into a Memorandum of Understanding (MOU) and developed a rent schedule for office space, utilities, insurance, copiers, computers and phones. The County determined that the Ready S.E.T OC program allocation for rent at the OC Workforce Solutions Center in Brea for the period July 1, 2025 to June 30, 2026, is $196,817.17, or an average of $16,401.43 monthly.  The rent for the OC Workforce Solutions Center in Laguna Niguel is $72,516.96, or $6,043.08 monthly, for the period July 1, 2025 to June 30, 2026. The total combined rent for both  locations is $269,334.13. 

FISCAL IMPACT/SOURCE OF FUNDING:

If approved, the total combined rent for both locations is $269,334.13 annually.  The WIOA grant has sufficient funding available to cover the costs, and, as this is a grant-funded program, there is no impact to the City's General Fund. Additionally, the City also receives a ten percent administrative fee of grant program expenditures to help fund the City's administrative costs associated with the grant operations.
