SUBJECT: La Habra Child Development Parent Manual

RECOMMENDATION:

Recommendation: That the Community Services Commission review and approve the La Habra Child Development Parent Manual.

DISCUSSION:

The City of La Habra receives direct funding from the California Department of Education (CDE) for the General Child Care (CCTR) and California State Preschool (CSPP) Programs. The program is designed to promote, support, and enhance children’s development. We offer childcare services for infants and children up to age twelve. This includes five childcare locations for preschool and school-age children and  Family Childcare Homes (FCCH) for infants and toddlers in La Habra.  Full-day and half-day preschool, before- and after-school care, and year-round "full-day" services during winter, spring, and summer. We collaborate with the La Habra City School District, which provides transportation to and from our sites. The sites open at 6:15 a.m. and close promptly at 6:00 p.m. The program runs with "full-day" service year-round and operates at least 246 days per fiscal school year.

Each program operates in accordance with the California Department of Education (CDE) and the California Department of Social Services (CDSS) Funding Terms & Conditions (FT&C). This includes the overall management of the Child Development Division, such as family enrollment, staff requirements, Community Care Licensing Requirements, program reporting, manuals, and handbooks. The La Habra Child Development Parent Handbook for the fiscal year 25-26 requires board review and approval.  All items in the handbook follow current CDSS and CSPP requirements.

 

FISCAL IMPACT/SOURCE:

All Child Development Division funding is provided through State and Federal grants. Approval of this item has no fiscal impact.
