SUBJECT:
APPROVE AWARD OF CONTRACT TO RITE-WAY ROOFING CORPORATION FOR THE ROOF REPLACEMENT AT VIEW PARK MOBILE HOME, CITY PROJECT NO. 3-B-25

RECOMMENDATION:


That the Housing Authority:
A. Waive formal bidding requirements per La Habra Municipal Code Section 4.20.070(C) "Exceptions to bidding requirement for purchase of goods and services"; 

B. Authorize the use of competitively bid cooperative purchasing through Sourcewell for procurement of construction services;  

C. Award a contract to Rite-Way Roofing Corporation, of Fontana, California, for the Roof Replacement at View Park Mobile Home, City Project No. 3-B-25; and,

D. Authorize the Executive Director to execute an agreement with Rite-Way Roofing Corporation, and authorize staff to issue a purchase order to Rite-Way Roofing Corporation, in the amount of $265,144, which includes a twenty percent (20%) contingency.

DISCUSSION:

The View Park Mobile Home is a mobile home park owned by the City of La Habra Housing Authority. The roof replacement at View Park Mobile Home, City Project No. 3-B-25, will improve the roofing system of three Authority owned buildings at the park, including the community clubhouse, the on-site manager's office, and a building housing two laundry rooms, all within the View Park Mobile Home site, located at 1750 West Lambert Road. The Project entails removal and disposal of the existing roofing system and the complete installation of a new PVC roof. In order to expedite the proposed roof replacement at the View Park Mobile Home staff utilized Sourcewell, a cooperative purchasing agency formerly known as the National Joint Powers Alliance (NJPA). Sourcewell performs nationally competitive solicitations in compliance with California Government Code Section 6500, allowing public agencies to procure goods and services, including roof replacement, without having to undertake a separate local bidding process.

On June 19, 2025, staff conducted an on-site walk-through with Rite-Way Roofing Corporation ("Rite-Way Roof"), a qualified contractor participating in Sourcewell's cooperative construction program. After reviewing project plans and discussing scope expectations, Rite-Way Roof submitted a proposal in July 2025 for a total of $220,953.34. Staff reviewed the proposal and determined that it is consistent with Sourcewell's pre-negotiated unit prices and represents a fair and reasonable cost for the required work. 

California Government Code Section 6500 authorizes public agencies to participate in cooperative purchasing agreements like those established by Sourcewell. Staff confirmed with the City Attorney’s Office that this process meets the State’s legal requirements for the bidding of public works projects. Therefore, staff recommends that the Housing Authority waive the competitive bidding process per La Habra Municipal Code Section 4.20.070(C) "Exceptions to bidding requirements for purchase of goods and services" and approve a contract with Rite-Way Roof Corporation for the Roof Replacement at View Park Mobile Home, City Project No. 3-B-25.

FISCAL IMPACT/SOURCE OF FUNDING:

This Project is included in the Fiscal Year 2025-2026 Capital Improvement Program (CIP) with a total available budget of $350,000 from the Mobile Home Park Funds. There are sufficient budgeted funds available for this project; therefore, there is no need for additional appropriation at this time.
