Item No. 11.
MEETING DATE: 09/15/2025

TO: HONORABLE MAYOR AND COUNCILMEMBERS

FROM: JIM SADRO, CITY MANAGER
By:  Elias Saykali, Public Works Director

SUBJECT:
APPROVE THE ACCEPTANCE OF A RIGHT-OF-WAY GRANT DEED FOR 110 SOUTH COLLEGE STREET

RECOMMENDATION:

That the City Council:
A. Approve the acceptance of a dedication of additional right-of-way at 110 South College Street; and,

B. Approve and authorize recordation of the Grant Deed with the County of Orange.

DISCUSSION:

The property owner of 110 South College Street is redeveloping the site, including the demolition of a single-family residence and the construction of a nine-unit apartment building. As part of the project, a five-foot right-of-way dedication along South College Street is required. If approved by Council, the City will gain an additional five feet of right-of-way which will allow for future widening of South College Street to its ultimate right-of-way of 60 feet, as identified in the City's General Plan.

FISCAL IMPACT/SOURCE OF FUNDING:

If approved by Council, the cost to maintain the improvements, once dedicated to the City, will be minimal as they are mostly concrete curb and gutter, concrete sidewalk, and a concrete drive approach which have a service life of 50 to 75 years.

GENERAL PLAN RELEVANCE/CITY COUNCIL GOALS & OBJECTIVES:

AT3.3 Accessible Facilities
AT3.5 Street Walkability
AT3.8 Street Modifications/Improvements
RN 1.11 Complete Streets
