RECOMMENDATION:
That the City Council:
A. APPROVE AND ADOPT RESOLUTION NO. CC 2025-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, AMENDING RESOLUTION NO. 6113 AND CC 2025-16 PERTAINING TO A COMPENSATION PLAN FOR GENERAL SERVICES EMPLOYEES’ GROUP; and,
B. APPROVE AND ADOPT RESOLUTION NO. CC 2025-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, AMENDING RESOLUTION NO. CC 2025-01 PERTAINING TO A COMPENSATION PLAN FOR THE LA HABRA MUNICIPAL EMPLOYEES' ASSOCIATION (FIELD/MAINTENANCE SERVICES EMPLOYEES’ GROUP).
DISCUSSION:
Staff recommends an amendment to the General Services Employees’ Group salary schedule for the Case Manager classification, effective date July 13, 2024, and July 12, 2025, and an amendment to the La Habra Municipal Employees’ Association salary schedule to add the approved classification of Building Maintenance Coordinator, effective July 12, 2025.
On June 19, 2023, City Council approved pay and benefits for the General Services Employees’ Group. Case Manager positions are grant-funded and occasionally have different negotiated benefits than other members in the bargaining unit as a result. The salary schedules effective July 13, 2024, and effective July 12, 2025, fiscal years did not include the additional one percent cost of living adjustment agreed to in the Memorandum of Understanding specifically for the Case Manager position classification.
On June 16, 2025, the City Council approved a Building Maintenance Coordinator position in the Fiscal Year 2025-2026 adopted budget. The amended resolution is being proposed to add the newly created approved position to the La Habra Municipal Employees’ Association salary schedule effective July 12, 2025.
In addition, staff recommends changing the salary steps from alphabetical to numerical for both General Services Employees’ Group and La Habra Municipal Employees’ Association salary schedules, effective July 12, 2025, due to the implementation of the Tyler Munis Human Resources Information System (HRIS). Staff has met and conferred with the bargaining units regarding these recommendations.

FISCAL IMPACT/SOURCE OF FUNDING:
The total cost of correcting the pay rate for the classification of Case Manager is estimated to be approximately $4,970 over the fiscal year 2025-26. The cost of the new Building Coordinator position has already been included in the FY 25-26 budget. There are no costs associated with changing the salary step naming convention from alphabetical to numerical steps.
