RECOMMENDATION:
That the City Council:
A. Approve an appropriation of $10,000 from the Fiscal Year 2025-2026 Asset Forfeiture Fund for payment to Data Ticket Inc. for the implementation of virtual overnight parking permits; and,
B. Approve an appropriation of $81,230.55 from the Fiscal Year 2025-2026 Asset Forfeiture Fund for payment to EYEP Solutions Inc. for the purchase of two Mobile License Plate Readers.
DISCUSSION:
The Police Department currently uses physical sticker permits to regulate overnight parking. These must be issued in person by staff from the Records Division, manually placed on vehicles, and visually enforced.
A proposed digital system would eliminate the need for physical stickers, and it will allow residents to apply for permits online. Enforcement would be conducted in real time using license plate recognition technology, improving administrative efficiency, reducing paperwork, and ensuring better compliance. Citizens would also no longer need to display physical stickers. If approved, Data Ticket Inc. would manage the online application and citation process. The Police Department currently uses Data Ticket Inc. for parking citation processing and reconciliation services.
Currently, verifying permits and violations relies on manual checks by parking enforcement staff, which is time-consuming and limited in coverage. To modernize operations, the Police Department proposes acquiring two mobile License Plate Reader (LPR) systems that can be mounted to parking enforcement vehicles. These systems would integrate with the digital permits, streamlining enforcement and citation issuance while expanding the coverage of parking enforcement routes.
The LPR systems would be installed on existing enforcement vehicles and operated by trained Parking Enforcement Officers. Similar systems are already in use in neighboring cities and have proven effective. Implementation would include two fixed LPR cameras, provided and installed by EYEP Solutions Inc., which would also train Traffic personnel. If approved, Data Ticket Inc. would manage the online parking permit application and issuance of digital parking permits.

FISCAL IMPACT/SOURCE OF FUNDING:
If approved by the City Council, the appropriation of $91,230.55 will be funded by the FY 25/26 Asset Forfeiture Fund, which has sufficient unencumbered funding to cover the cost. There is no impact to the General Fund.
